But experts say Ottawa already traded away the equivalent of 53 million tonnes of carbon reductions last November, when it first signalled that it would allow Alberta to postpone methane controls from 2030 to 2035.<\/p>\n<p>Methane carries about 84 times the global warming potential of carbon dioxide over the crucial 20-year period when humanity will be scrambling to get climate change under control. The Intergovernmental Panel on Climate Change\u00a0<a href=\"https:\/\/www.theenergymix.com\/shift-from-fossils-to-renewables-is-quickest-cheapest-path-to-cut-emissions-ipcc-report-shows\/\">identifies<\/a>\u00a0methane reductions as one of the cheapest paths to the quickest, deepest greenhouse gas emission reductions by 2030.<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.canada.ca\/en\/services\/environment\/weather\/climatechange\/climate-plan\/reducing-methane-emissions\/agreement-principle.html\">agreement in principle<\/a>, released Wednesday, cements a five-year postponement in Ottawa\u2019s 2030 methane target that\u00a0<a href=\"https:\/\/www.theenergymix.com\/guilbeault-resigns-as-smith-declares-crushing-victory\/\">first appeared<\/a>\u00a0in the November, 2025 memorandum of understanding (MOU) between Canada and Alberta. If the two governments can agree on an \u201coutcome-based equivalency agreement\u201d under the\u00a0<em>Canadian Environmental Protection Act<\/em>, Canada will stand down its own methane regulations in deference to Alberta\u2019s.<\/p>\n<p>The two governments have also agreed to identify an independent third party \u201cto conduct methane modelling, analysis of emissions reductions, and to assess methane reduction results\u201d. That provision is being hailed as an important step, a week after analysis by the Calgary-based Pembina Institute\u00a0<a href=\"https:\/\/www.pembina.org\/media-release\/alberta-methane-data-dramatically-underestimates-emissions-levels\">concluded<\/a>\u00a0that Alberta\u2019s methane emissions are up to 90% higher than the province\u2019s official estimate, which relies on self-reporting by industry.<\/p>\n<p>The agreement is to take effect on January 1, 2027, following a 60-day consultation on the draft plan.<\/p>\n<p>The methane equivalency agreement was one of several commitments in the Canada-Alberta MOU that were\u00a0<a href=\"https:\/\/www.theenergymix.com\/guilbeault-resigns-as-smith-declares-crushing-victory\/\">meant to be finalized<\/a>\u00a0by April 1. Alberta Premier Danielle Smith now\u00a0<a href=\"https:\/\/www.cbc.ca\/news\/canada\/calgary\/bakx-smith-ceraweek-foreign-investment-pipeline-9.7139057\">says<\/a>\u00a0other elements of the deal, including a proposed new oil pipeline to Canada\u2019s West Coast, will be delayed beyond next week\u2019s deadline.<\/p>\n<p>Canadian Climate Institute (CCI) President Rick Smith\u00a0<a href=\"https:\/\/climateinstitute.ca\/news\/canada-alberta-methane-agreement-shows-promise-with-success-riding-on-equivalency-details-and-transparency\/\">declared<\/a>\u00a0the agreement in principle a \u201cpositive step forward\u201d. He called the provision for an independent third party \u201can important approach to reinforce policy ambition and integrity, and help ensure the regulations cover the true extent of methane pollution levels from Alberta\u2019s oil and gas sector.\u201d<\/p>\n<p>But he cautioned that \u201cthe final details of the equivalency agreement, and follow-through on the commitment to independent and transparent verification of outcomes, will be critical to determine the agreement\u2019s success.\u201d<\/p>\n<p>CCI Senior Research Associate Alison Bailie said she had confidence in the agreement\u2019s focus on \u201clooking at the Alberta numbers, not just accepting them,\u201d adding that methane measurement technologies have improved in recent years\u2014with some of the gains achieved by Emissions Reduction Alberta with funding from the province\u2019s Technology Innovation and Emissions Reduction (TIER) system.<\/p>\n<p>\u201cThat\u2019s where I see the hope and the benefits of doing this properly,\u201d she told\u00a0<em>The Energy Mix<\/em>. \u201cIt helps Alberta\u2019s own companies,\u201d creating a business case for methane controls in Canada and enabling them to position themselves for methane abatement projects overseas.<\/p>\n<p>Bailie added that Canada has \u201ctended to see greater emission reductions\u201d when federal and provincial governments actually work together. \u201cThat can work really well,\u201d she said. \u201cWe\u2019d like to see more.\u201d<\/p>\n<p>Aly Hyder Ali, senior program manager, oil and gas at Environmental Defence Canada,\u00a0<a href=\"https:\/\/environmentaldefence.ca\/2026\/03\/25\/statement-response-to-the-alberta-federal-governments-methane-agreement\/\">called<\/a>\u00a0the five-year delay an \u201cunnecessary concession\u201d that represents a \u201cbad deal for everyone outside the oil patch.\u201d Citing Pembina Institute modelling, he said the carveout would pour 1.9 million extra tonnes of methane into the atmosphere, the equivalent of 53 million tonnes of carbon dioxide over a 100-year period\u2014or far more over a 20-year span.<\/p>\n<p>Amanda Bryant, manager of Pembina\u2019s oil and gas program,\u00a0<a href=\"https:\/\/www.pembina.org\/media-release\/alberta-ottawas-agreement-principle-offers-new-path-forward-methane-regulation\">agreed<\/a>\u00a0in a release that independent, third-party verification is a \u201cvitally important and positive step\u201d, allowing Alberta to \u201creport its methane progress more credibly\u201d. She said the agreement \u201csignals an end to the roadblock that had been preventing progress on this crucial element of climate and energy policy,\u201d enabling industry to \u201cinvest and hire with confidence to advance the next stage of methane mitigation work.\u201d<\/p>\n<p>But so far there\u2019s no clarity on whether the \u201cindependent party\u201d responsible for monitoring Alberta\u2019s methane controls will rely on theoretical modelling or actual measurement of releases from oil and gas infrastructure, or on whose data the monitor will rely. Real measurement \u201cwill be vital, both for an effective response to climate change and to ensure ongoing access to major international natural gas markets that are demanding provably low-emissions-intensity fossil fuel imports, such as the European Union, South Korea, and Japan,\u201d Bryant said.<\/p>\n<p>Last week, a Pembina technical analysis\u00a0<a href=\"https:\/\/www.theenergymix.com\/alberta-to-set-its-own-methane-regulations-delay-deadline-to-2035-under-draft-deal-with-ottawa\/will%20be%20vital%20both%20for%20an%20effective%20response%20to%20climate%20change%20and%20to%20ensure%20ongoing%20access%20to%20major%20international%20natural%20gas%20markets%20that%20are%20demanding%20provably%20low-emissions-intensity%20fossil%20fuel%20imports,%20such%20as%20the%20European%20Union,%20South%20Korea,%20and%20Japan\">flagged<\/a>\u00a0data and regulatory gaps in Alberta\u2019s current approach to methane controls, resulting in actual emissions that have been up to 90% higher than official government figures.<\/p>\n<p>\u201cAlberta should not be afraid modernize its measurement data and methods, including vehicle-based systems, aircraft, and satellites to effectively reduce its methane emissions,\u201d Bryant\u00a0<a href=\"https:\/\/www.pembina.org\/media-release\/alberta-methane-data-dramatically-underestimates-emissions-levels\">said<\/a>\u00a0at the time.<\/p>\n<p>But Alberta Premier Smith may have a different take on what to expect from the independent third party. During an unrelated media conference Wednesday, she said the goal is to arrive at \u201ca common set of facts\u201d after \u201csome other reports that have been put out there kind of put us at odds,\u201d iPolitics\u00a0<a href=\"https:\/\/www.ipolitics.ca\/2026\/03\/25\/ottawa-and-alberta-reach-tentative-deal-on-methane\/\">reports<\/a>.<\/p>\n<p>The agreement in principle states that, \u201cshould third party analysis determine that emissions are higher than expected, Alberta commits to take the necessary corrective
