On screen, the chatter of aides stilled as men in dark suits gathered behind a lectern. Then Secretary of the Interior Doug Burgum <a href=\"https:\/\/www.youtube.com\/watch?v=NFgzM_Iuv7E\" target=\"_blank\" rel=\"noopener noreferrer\" aria-label=\"announced - open in a new tab\" data-uw-rm-ext-link=\"\">announced<\/a>\u00a0plans to open the area, roughly the size of South Carolina, to drilling.<\/p>\n<p class=\"has-default-font-family\">It marked another round in the decades-long tug-of-war over developing one of the country\u2019s largest remaining protected areas \u2014 an effort that came to a head during\u00a0<a href=\"https:\/\/alaskapublic.org\/news\/2017-12-21\/trump-lauds-anwr-passage-young-we-got-it-done\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/alaskapublic.org\/news\/2017-12-21\/trump-lauds-anwr-passage-young-we-got-it-done\" aria-label=\"President Donald Trump\u2019s first term - open in a new tab\" data-uw-rm-ext-link=\"\">President Donald Trump\u2019s first term<\/a>, and\u00a0<a href=\"https:\/\/alaskapublic.org\/top-stories\/2021-06-01\/biden-administration-puts-arctic-refuge-leases-on-ice-as-it-asks-for-new-environmental-reviews\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/alaskapublic.org\/top-stories\/2021-06-01\/biden-administration-puts-arctic-refuge-leases-on-ice-as-it-asks-for-new-environmental-reviews\" aria-label=\"ground to a halt - open in a new tab\" data-uw-rm-ext-link=\"\">ground to a halt<\/a>\u00a0when President Joe Biden took office. Burgum also restored seven oil and gas leases that a state-funded corporation\u00a0<a href=\"https:\/\/alaskapublic.org\/news\/economy\/energy\/2025-01-08\/oil-and-gas-lease-sale-in-alaskas-arctic-national-wildlife-refuge-draws-no-bids\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/alaskapublic.org\/news\/economy\/energy\/2025-01-08\/oil-and-gas-lease-sale-in-alaskas-arctic-national-wildlife-refuge-draws-no-bids\" aria-label=\"bid on - open in a new tab\" data-uw-rm-ext-link=\"\">bid on<\/a>\u00a0during the final days of the first Trump administration, and that his successor later revoked.<\/p>\n<p class=\"has-default-font-family\">Moreland, a Gwich\u2019in leader and executive director of the\u00a0<a href=\"https:\/\/gwichinsteering.org\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/gwichinsteering.org\/\" aria-label=\"tribal committee - open in a new tab\" data-uw-rm-ext-link=\"\">tribal committee<\/a>\u00a0dedicated to protecting the Nation\u2019s sacred coastal plain, sat stunned as the YouTube stream continued. The place she grew up \u2014 where generations have lived on the tundra alongside the caribou, weaving their history into the land \u2014 had been reduced to a line item on someone\u2019s balance sheet. When Burgum said opening the refuge would benefit northern communities, \u201cit felt like a slap in the face,\u201d she said.<\/p>\n<p class=\"has-default-font-family hang-punc-medium\">\u201cThey\u2019ve never reached out to us to listen to how this would affect our livelihood,\u201d she said. Moreland fears development will\u00a0<a href=\"https:\/\/www.nature.com\/articles\/s41598-025-10216-6\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/www.nature.com\/articles\/s41598-025-10216-6\" aria-label=\"drive the herd - open in a new tab\" data-uw-rm-ext-link=\"\">drive the herd<\/a>\u00a0that the Gwich\u2019in rely on out of range and\u00a0<a href=\"https:\/\/www.doi.gov\/sites\/doi.gov\/files\/r10-nsrac-fy21-arr-enclosure-for-topic-2-pahcontaminantsproject-508.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" aria-label=\"contaminate rivers - open in a new tab\" data-uw-rm-ext-link=\"\" data-uw-pdf-doc=\"\">contaminate rivers<\/a>\u00a0in a region where hunting and fishing are a matter of survival. For her, it felt like erasure. \u201cIt\u2019s another disrespectful action from decision-makers,\u201d she said. \u201cIt ignores our voice as Gwich\u2019in and violates our rights as Indigenous people.\u201d<\/p>\n<p class=\"has-default-font-family\">As the fight over development in the Arctic continues, federal officials are racing to fulfill Trump\u2019s \u201cenergy dominance\u201d agenda. Though the government is shut down and many employees are not getting paid, officials\u00a0<a href=\"https:\/\/www.nytimes.com\/2025\/10\/17\/climate\/trump-government-shutdown-energy.html\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/www.nytimes.com\/2025\/10\/17\/climate\/trump-government-shutdown-energy.html\" aria-label=\"continue approving permits - open in a new tab\" data-uw-rm-ext-link=\"\">continue approving permits<\/a>\u00a0for extractive industries. In a wood-paneled Beltway office, Burgum framed his \u201csweeping package of actions\u201d as a declaration that \u201cAlaska is open for business.\u201d<\/p>\n<p class=\"has-default-font-family\">To that end, the administration also signed permits for the controversial 211-mile Ambler Road to mineral deposits, including one owned by Trilogy Metals \u2014 which the Trump administration now holds a\u00a0<a href=\"https:\/\/trilogymetals.com\/news-and-media\/news\/trilogy-metals-applauds-president-trumps-decision-to-grant-permits-for-the-ambler-access-project-to-enable-the-development-of\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/trilogymetals.com\/news-and-media\/news\/trilogy-metals-applauds-president-trumps-decision-to-grant-permits-for-the-ambler-access-project-to-enable-the-development-of\/\" aria-label=\"10 percent stake - open in a new tab\" data-uw-rm-ext-link=\"\">10 percent stake<\/a>\u00a0in \u2014 and authorized a land exchange that will allow for construction of a road through Izembek National Wildlife Refuge, at the tip of the Alaskan Peninsula. \u201cI told the president it\u2019s like Christmas every morning,\u201d Republican Governor Mike Dunleavy said. \u201cI wake up, I go to look at what\u2019s under the proverbial Christmas tree to see what\u2019s happening.\u201d<\/p>\n<p class=\"has-default-font-family\">Last week\u2019s announcement may not end up being the gift the governor is hoping for.<\/p>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n<p class=\"has-drop-cap has-default-font-family\">The fight over drilling in the refuge began almost as soon as President Dwight D. Eisenhower established the site, once called Arctic National Wildlife Range, in 1960. The most recent volley began in 2017, when Trump\u00a0<a href=\"https:\/\/crsreports.congress.gov\/product\/pdf\/RL\/RL33872\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/crsreports.congress.gov\/product\/pdf\/RL\/RL33872\" aria-label=\"signed a tax bill - open in a new tab\" data-uw-rm-ext-link=\"\">signed a tax bill<\/a>\u00a0requiring two oil and gas lease sales there within seven years. When the first sale was held in 2021, the state corporation Alaska Industrial Development and Export Authority, or AIDEA, was\u00a0<a href=\"https:\/\/www.adn.com\/business-economy\/energy\/2021\/01\/19\/trump-administration-issues-9-of-11-leases-sold-for-anwr-oil-and-gas-development\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/www.adn.com\/business-economy\/energy\/2021\/01\/19\/trump-administration-issues-9-of-11-leases-sold-for-anwr-oil-and-gas-development\/\" aria-label=\"the only major bidder - open in a new tab\" data-uw-rm-ext-link=\"\">the only major bidder<\/a>. It\u00a0<a href=\"https:\/\/www.arctictoday.com\/alaska-agency-devotes-20-million-to-bid-in-controversial-arctic-refuge-lease-sale\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/www.arctictoday.com\/alaska-agency-devotes-20-million-to-bid-in-controversial-arctic-refuge-lease-sale\/\" aria-label=\"hoped - open in a new tab\" data-uw-rm-ext-link=\"\">hoped<\/a>\u00a0to keep drilling prospects in the region alive, despite weak industry interest. The sale ultimately generated less than\u00a0<a href=\"https:\/\/www.adn.com\/business-economy\/energy\/2021\/01\/19\/trump-administration-issues-9-of-11-leases-sold-for-anwr-oil-and-gas-development\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/www.adn.com\/business-economy\/energy\/2021\/01\/19\/trump-administration-issues-9-of-11-leases-sold-for-anwr-oil-and-gas-development\/\" aria-label=\"$12 million - open in a new tab\" data-uw-rm-ext-link=\"\">$12 million<\/a>\u00a0\u2014 a fraction of the\u00a0<a href=\"https:\/\/www.cbo.gov\/system\/files\/115th-congress-2017-2018\/costestimate\/anwrreconciliation.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" aria-label=\"nearly $2 billion projected - open in a new tab\" data-uw-rm-ext-link=\"\" data-uw-pdf-doc=\"\">nearly $2 billion projected<\/a>\u00a0by the Tax Act for the last decade.<\/p>\n<p class=\"has-default-font-family\">The Biden administration later found the leasing program\u2019s\u00a0<a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/FR-2021-01-25\/pdf\/2021-01765.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" aria-label=\"environmental review inadequate - open in a new tab\" data-uw-rm-ext-link=\"\" data-uw-pdf-doc=\"\">environmental review inadequate<\/a>. It conducted\u00a0<a href=\"https:\/\/eplanning.blm.gov\/public_projects\/2015144\/200492847\/20122648\/251022628\/Coastal%20Final%20SEIS_CR_Vol1_20241101_508_updated.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" aria-label=\"a new analysis - open in a new tab\" data-uw-rm-ext-link=\"\" data-uw-pdf-doc=\"\">a new analysis<\/a>, then canceled the leases in 2023, citing \u201c<a href=\"https:\/\/www.doi.gov\/pressreleases\/biden-harris-administration-takes-major-steps-protect-arctic-lands-and-wildlife-alaska\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/www.doi.gov\/pressreleases\/biden-harris-administration-takes-major-steps-protect-arctic-lands-and-wildlife-alaska\" aria-label=\"fundamental legal deficiencies - open in a new tab\" data-uw-rm-ext-link=\"\">fundamental legal deficiencies<\/a>\u201d and its failure to \u201cproperly quantify\u201d greenhouse gas emissions. The second mandated sale, in early 2025,\u00a0<a href=\"https:\/\/www.adn.com\/business-economy\/energy\/2025\/01\/08\/feds-receives-no-bids-for-arctic-refuge-oil-and-gas-lease-sale\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/www.adn.com\/business-economy\/energy\/2025\/01\/08\/feds-receives-no-bids-for-arctic-refuge-oil-and-gas-lease-sale\/\" aria-label=\"received no bidders - open in a new tab\" data-uw-rm-ext-link=\"\">received no bidders<\/a>. Compounding the challenge,\u00a0<a href=\"https:\/\/www.wilderness.org\/articles\/blog\/five-major-banks-refuse-fund-arctic-refuge-oil-drilling\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/www.wilderness.org\/articles\/blog\/five-major-banks-refuse-fund-arctic-refuge-oil-drilling\" aria-label=\"major banks - open in a new tab\" data-uw-rm-ext-link=\"\">major banks<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.wilderness.org\/articles\/press-release\/first-north-american-insurer-confirms-it-will-not-support-destruction-arctic-national-wildlife-refuge\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/www.wilderness.org\/articles\/press-release\/first-north-american-insurer-confirms-it-will-not-support-destruction-arctic-national-wildlife-refuge\" aria-label=\"insurers - open in a new tab\" data-uw-rm-ext-link=\"\">insurers<\/a>\u00a0have refused to finance or underwrite projects in the refuge, citing environmental risks. Oil majors have also steered clear: In 2022, Chevron and the company that took over BP\u2019s leases on private land within the refuge\u00a0<a href=\"https:\/\/www.adn.com\/business-economy\/energy\/2022\/05\/27\/two-oil-companies-quietly-spent-10-million-to-exit-arctic-refuge-leases\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/www.adn.com\/business-economy\/energy\/2022\/05\/27\/two-oil-companies-quietly-spent-10-million-to-exit-arctic-refuge-leases\/\" aria-label=\"paid $10 million - open in a new tab\" data-uw-rm-ext-link=\"\">paid $10 million<\/a>\u00a0to walk away from them. That same year, Exxon Mobil told shareholders it has \u201c<a href=\"https:\/\/www.sec.gov\/Archives\/edgar\/data\/34088\/000119312522098314\/d280259ddef14a.htm\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/www.sec.gov\/Archives\/edgar\/data\/34088\/000119312522098314\/d280259ddef14a.htm\" aria-label=\"no plans for exploration or development - open in a new tab\" data-uw-rm-ext-link=\"\">no plans for exploration or development<\/a>\u201d there.<\/p>\n<p class=\"has-default-font-family\">Still, this spring Trump issued an\u00a0<a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/FR-2025-01-29\/pdf\/2025-01955.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" aria-label=\"executive order - open in a new tab\" data-uw-rm-ext-link=\"\" data-uw-pdf-doc=\"\">executive order<\/a>\u00a0calling for the reinstatement of AIDEA\u2019s leases, and a federal court\u00a0<a href=\"https:\/\/www.aidea.org\/Portals\/0\/PressReleases\/25.03.25%20Decision%20Order.pdf?ver=syya6pS8GX7rOngvheiE0w%3d%3d\" target=\"_blank\" rel=\"noopener noreferrer\" aria-label=\"ruled - open in a new tab\" data-uw-rm-ext-link=\"\" data-uw-pdf-doc=\"\">ruled<\/a>\u00a0that their cancellation was handled improperly. The state-funded investment firm remains the sole holder of leases in the refuge.<\/p>\n<p class=\"has-default-font-family\">The problem is AIDEA doesn\u2019t have the capital or technical expertise to build out these areas on its own. It has authorized\u00a0<a href=\"https:\/\/www.documentcloud.org\/documents\/26208310-resolution-g23-07a-ambler-budget-and-work-plan-amendment-signed-10252023\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/www.documentcloud.org\/documents\/26208310-resolution-g23-07a-ambler-budget-and-work-plan-amendment-signed-10252023\/\" aria-label=\"spending nearly $54 million - open in a new tab\" data-uw-rm-ext-link=\"\">spending nearly $54 million<\/a>\u00a0to develop them and move permitting for Ambler Road forward. That includes\u00a0<a href=\"https:\/\/aws.state.ak.us\/OnlinePublicNotices\/notices\/View.aspx?id=220301&amp;\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/aws.state.ak.us\/OnlinePublicNotices\/notices\/View.aspx?id=220301&amp;\" aria-label=\"hiring consultants - open in a new tab\" data-uw-rm-ext-link=\"\">hiring consultants<\/a>\u00a0for\u00a0<a href=\"https:\/\/www.aidea.org\/Portals\/0\/Meeting%20Docs\/2025BoardMeetings\/041625\/Signed_D_Resolution_G25-02_ANWR_04162025.pdf?ver=p4suXVz5N6wYXzGVOUFSGQ%3d%3d#page=8\" target=\"_blank\" rel=\"noopener noreferrer\" aria-label=\"seismic testing - open in a new tab\" data-uw-rm-ext-link=\"\" data-uw-pdf-doc=\"\">seismic testing<\/a>\u00a0to map oil and gas deposits. But first it must get permission from the U.S. Fish and Wildlife Service to\u00a0<a href=\"https:\/\/alaskawild.org\/blog\/after-failed-lease-sales-alaska-again-gambles-public-money-on-arctic-oil\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/alaskawild.org\/blog\/after-failed-lease-sales-alaska-again-gambles-public-money-on-arctic-oil\/\" aria-label=\"harass polar bears - open in a new tab\" data-uw-rm-ext-link=\"\">harass polar bears<\/a>, something that has sparked\u00a0<a href=\"https:\/\/www.alaskawild.org\/wp-content\/uploads\/2021\/01\/AWL-Project-Impact-TikTok-Statement-FINAL-1-4-2021.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" aria-label=\"viral protests - open in a new tab\" data-uw-rm-ext-link=\"\" data-uw-pdf-doc=\"\">viral protests<\/a>\u00a0in the past. The watchdog legal organization accused AIDEA of having redirected money toward refuge leases and Ambler from accounts within\u00a0<a href=\"https:\/\/trustees.org\/alaska-needs-to-get-a-handle-on-aideas-unfettered-spending-spree\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/trustees.org\/alaska-needs-to-get-a-handle-on-aideas-unfettered-spending-spree\" aria-label=\"its Arctic Infrastructure Development Fund - open in a new tab\" data-uw-rm-ext-link=\"\">its Arctic Infrastructure Development Fund<\/a>, and later its Revolving Fund, to avoid the need for legislative approval. Randy Ruaro, AIDEA\u2019s executive director, wrote in an email that it was not legally required to seek authorization.<\/p>\n<p class=\"has-default-font-family\">All of that aside, AIDEA\u2019s track record is pretty grim. After oil prices fell in 2020, the corporation foreclosed on the project. The state provided another $22 million in a\u00a0<a href=\"https:\/\/www.adn.com\/business-economy\/energy\/2023\/10\/01\/after-being-bailed-out-by-alaskas-state-government-north-slope-oil-field-is-eyed-for-sale\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/www.adn.com\/business-economy\/energy\/2023\/10\/01\/after-being-bailed-out-by-alaskas-state-government-north-slope-oil-field-is-eyed-for-sale\/\" aria-label=\"2023 bailout - open in a new tab\" data-uw-rm-ext-link=\"\">2023 bailout<\/a>\u00a0before AIDEA sold the field for an undisclosed sum. Bostrom says AIDEA has \u201cno actual plan for seeing a return\u201d on its spending in the refuge. In fact, the people of Alaska often lose money in its deals;\u00a0<a href=\"https:\/\/static1.squarespace.com\/static\/62cca323b85faf15e3ca3ce8\/t\/63320dbc1620c750ff2654f5\/1664224705415\/FINAL_AIDEA+Cost+and+Financial+Performance+Report_+2022.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" aria-label=\"one analysis - open in a new tab\" data-uw-rm-ext-link=\"\" data-uw-pdf-doc=\"\">one analysis<\/a>\u00a0found that almost half of the agency\u2019s investments have been written off as worthless. The economists who crunched those numbers found the state would have come out about $11 billion ahead if that money had been put to work elsewhere.<\/p>\n<p class=\"has-default-font-family\">In an email, Ruaro called the analysis a \u201chit piece\u201d and said the corporation has\u00a0 recorded its best financial performance in six decades over the past two years. He said that analysis \u201cfailed to account for the billions of dollars generated in economic benefits\u201d by the Red Dog Mine, which produces lead and zinc in northwest Alaska. The corporation poured $160 million \u2014 about one-third of the project\u2019s startup costs \u2014 into infrastructure to support the operation. It\u2019s not true,\u201d said Nauri Simmonds, executive director of Sovereign I\u00f1upiat for a Living Arctic. Many of those\u00a0<a href=\"https:\/\/insideclimatenews.org\/news\/02082018\/alaska-north-slope-oil-drilling-health-fears-pollution-risk-native-village-nuiqsut\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/insideclimatenews.org\/news\/02082018\/alaska-north-slope-oil-drilling-health-fears-pollution-risk-native-village-nuiqsut\/\" aria-label=\"adversely impacted by drilling - open in a new tab\" data-uw-rm-ext-link=\"\">adversely impacted by drilling<\/a>\u00a0stay silent for fear of losing work or social standing, she said \u2014 and some who have spoken out have faced threats and violence.<\/p>\n<p class=\"has-default-font-family\">Simmonds says what might be lost by developing the refuge can\u2019t be counted in dollars. AIDEA now holds leases in a part of the refuge where the Porcupine caribou herd gathers to bear its young. The Gwich\u2019in name for the region, where cool coastal winds protect the newborns from insects and heat,\u00a0<a href=\"https:\/\/gwichinsteering.org\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-uw-rm-brl=\"PR\" data-uw-original-href=\"https:\/\/gwichinsteering.org\/\" aria-label=\"translates - open in a new tab\" data-uw-rm-ext-link=\"\">translates<\/a>\u00a0to \u201cthe sacred place where life begins.\u201d Beyond its shelter, calves are\u00a0<a href=\"https:\/\/pcmb.ca\/wp-content\/uploads\/2020\/06\/PCH-Summer-Ecology-2005.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" aria-label=\"19 percent more likely to die - open in a new tab\" data-uw-rm-ext-link=\"\" data-uw-pdf-doc=\"\">19 percent more likely to die<\/a>.
