The latest speculation on timing follows a sudden flurry of anticipation late last week, with climate policy groups sending reporters their contact information for responses over the weekend.<\/p>\n<p>The strategy will be released as questions swirl about whether Carney is abandoning the climate priorities he famously emphasized as a central banker, high-profile author, United Nations special envoy for climate action and finance, and vice-chair of a major renewable energy investment firm.<\/p>\n<p>\u201cI\u2019m the same me. I\u2019m focused on the same issues,\u201d Carney\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-10-16\/-i-m-the-same-me-canada-s-mark-carney-defends-his-climate-record\">told<\/a>\u00a0the Bloomberg Weekend\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=hh9LsnE0hA0\">podcast<\/a>\u00a0with Mishal Husain. \u201cThe question is: how do you make progress toward those issues? And particularly, how do you make progress in a way that is most effective?\u201d<\/p>\n<p>All signs points to a strategy that will \u201cdeprioritize Canada\u2019s commitments to reduce domestic greenhouse gas emissions, in favour of focusing on ways to reap economic advantage from the global transition toward low-carbon energy,\u201d\u00a0<a href=\"https:\/\/www.theglobeandmail.com\/business\/article-mark-carney-climate-competitiveness-strategy-emissions-targets-energy\/\">writes<\/a>\u00a0Globe and Mail policy columnist Adam Radwanski.<\/p>\n<p>\u201cBy all accounts, Ottawa is unlikely to officially change national emissions targets\u2014which currently involve a reduction of at least 40% from 2005 levels by 2030\u2014because it\u2019s too difficult legislatively and as a matter of international process,\u201d Radwanski reports, citing interviews with nearly a dozen sources familiar with the emerging policy. \u201cInstead, the strategy is expected to play them down and perhaps tacitly acknowledge they won\u2019t be reached. To the extent that it mentions those sorts of goals, it will likely be through an emphasis on net-zero emissions by 2050, not nearer-term landmarks.\u201d<\/p>\n<p>But \u201ca subtext will be that despite the United States retreating from climate action, the energy transition is continuing apace globally, and Canada needs to embrace related economic opportunity,\u201d he adds. That will lead into a strategy of decarbonizing existing industries and bolstering the country\u2019s ability \u201cto compete in growing low-carbon sectors, such as the electric vehicle battery supply chain, non-emitting electricity, mass timber, and early-stage clean technologies.\u201d<\/p>\n<p>Ottawa will attempt that manoeuvre while navigating a global trade war, seeking to \u201cappease\u201d Alberta and other fossil-dependent provinces, and \u201creassuring people\u2014including Liberal caucus members\u2014disconcerted by his deprioritization of climate policy since taking office despite championing it before,\u201d the columnist writes.<\/p>\n<p>Radwanski lists\u00a0<a href=\"https:\/\/www.theenergymix.com\/industrial-carbon-pricing-is-tied-to-major-projects-worth-more-than-57-billion\/\">industrial carbon pricing<\/a>, support for clean electricity, EV battery supply chains, and a focus on early-stage cleantech innovation as likely pillars of the strategy, while citing affordability as a priority the PM should connect to his climate strategy at every opportunity. \u201cIt\u2019s in Mr. Carney\u2019s interest to draw the connection wherever possible, if he wants to bring people along,\u201d he writes.<\/p>\n<p>Radwanski echoed\u00a0<a href=\"https:\/\/www.theenergymix.com\/it-depends-carney-shifts-stance-on-maintaining-emissions-cap\/\">continuing signals<\/a>\u00a0that Carney might trade away the federal government\u2019s hard-fought, watered-down cap on oil and gas emissions, which\u00a0<a href=\"https:\/\/www.theenergymix.com\/canada-delays-emissions-cap-enforcement-to-2030-2032\/\">will not take effect until 2030-32<\/a>, in exchange for a stronger industrial carbon pricing system with enough heft to have an impact on emissions\u2014a goal the Alberta government was undercutting\u00a0<a href=\"https:\/\/www.theenergymix.com\/alberta-carbon-tax-changes-let-industrial-polluters-double-count-emission-savings\/\">as recently as last month<\/a>. Carney didn\u2019t dispel concerns about the fate of the emissions cap, telling Bloomberg Weekend that \u201ca desired outcome is not a policy.\u201d<\/p>\n<p>Instead, \u201cwhat makes those emissions go down will be carbon capture and storage,\u201d he declared, while specifically name-checking the Pathways Alliance project, a $16.5-billion carbon capture hub and pipeline network that six major oil sands companies have been\u00a0<a href=\"https:\/\/www.theenergymix.com\/fish-or-cut-bait-on-carbon-capture-wilkinson-tells-oil-sands-consortium\/\">promoting<\/a>\u00a0for years, but\u00a0<a href=\"https:\/\/www.theenergymix.com\/ccs-wont-happen-in-oilsands-without-bigger-subsidies-cenovus-exec-warns\/\">refusing to launch<\/a>\u00a0without\u00a0<a href=\"https:\/\/www.theenergymix.com\/fossils-want-50-billion-taxpayer-subsidy-to-decarbonize-tar-sands-oil-sands\/\">massive taxpayer support<\/a>. Independent analysts have warned the project could be\u00a0<a href=\"https:\/\/www.theenergymix.com\/alberta-ccs-project-could-be-scuppered-without-permanent-subsidies-industry-analysts-warn\/\">\u201cscuppered\u201d without permanent subsidies<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.theenergymix.com\/pathways-ccs-project-wont-break-even-without-efficiency-gains-steadier-revenue-ieefa\/\">won\u2019t break even<\/a>\u00a0without efficiency gains and steadier revenue.<\/p>\n<p>After\u00a0<a href=\"https:\/\/www.theenergymix.com\/10-of-13-flagship-ccs-projects-missed-their-targets-ieefa-analysis-concludes\/\">multiple high-profile failures<\/a>, the technology\u2019s biggest boosters\u00a0<a href=\"https:\/\/www.theenergymix.com\/this-blows-my-mind-critic-says-as-ccus-centre-admits-it-cant-meet-2035-deadline\/\">admit<\/a>\u00a0it won\u2019t be ready for prime time before 2035\u2014long after global climate agreements, and the urgency of the climate crisis itself, will dictate steep reductions in the oil sands\u2019\u00a0<a href=\"https:\/\/www.theenergymix.com\/oilsands-release-up-to-63x-more-pollution-than-industry-reports-new-study-finds\/\">massive climate footprint<\/a>. Last month, a peer-reviewed paper in the journal Nature\u00a0<a href=\"https:\/\/www.theenergymix.com\/ccs-can-safely-store-10x-less-carbon-than-fossil-industry-claims-scientists\/\">concluded<\/a>\u00a0that global carbon storage capacity is 10 times less than previous estimates after ruling out geological formations where the gas could leak, trigger earthquakes, contaminate groundwater, or had other limitations.<\/p>\n<p>Carney previously suggested a \u201c<a href=\"https:\/\/www.theenergymix.com\/albertas-grand-bargain-pitch-could-come-with-perilous-pitfalls-warns-expert\/\">grand bargain<\/a>\u201d in which the massive Pathways project would enable the new oil pipeline the Alberta government has been demanding, despite a \u201c<a href=\"https:\/\/www.theenergymix.com\/any-new-oil-pipeline-will-need-massive-taxpayer-subsidies-analyst-warns\/\">flashing red warning light<\/a>\u201d that such a project would also need massive taxpayer subsidies in an era of low oil prices.<\/p>\n<p>\u201cAll of the indicators are that he\u2019s doubling down on fossil fuels, which is bad for the climate, it\u2019s bad for the Canadian economy, and he should know better because he knows the climate science,\u201d University of Toronto political scientist Jessica Green told Bloomberg.
