{"id":67108,"date":"2025-09-29T13:23:35","date_gmt":"2025-09-29T20:23:35","guid":{"rendered":"https:\/\/energi.media\/?p=67108"},"modified":"2025-09-29T13:23:35","modified_gmt":"2025-09-29T20:23:35","slug":"back-nation-building-not-nation-burning-projects-250-city-leaders-urge-carney","status":"publish","type":"post","link":"https:\/\/energi.media\/news\/back-nation-building-not-nation-burning-projects-250-city-leaders-urge-carney\/","title":{"rendered":"Back \u2018nation-building, not nation-burning\u2019 projects, 250 city leaders urge Carney"},"content":{"rendered":"<p><em>This article was published by <a href=\"https:\/\/www.theenergymix.com\/back-nation-building-not-nation-burning-projects-250-city-leaders-urge-carney\/\" target=\"_blank\" rel=\"noopener\">The Energy Mix<\/a> on Sept. 26, 2025.\u00a0<\/em><\/p>\n<p><em><strong>By <a href=\"https:\/\/www.theenergymix.com\/author\/mitchellbeer\/\" target=\"_blank\" rel=\"noopener\">Mitchell Beer<\/a><\/strong><\/em><\/p>\n<div class=\"jeg_custom_content_wrapper single-post-content \">\n<div class=\"entry-content no-share\">\n<div class=\"content-inner\">\n<p>A coalition of more than 250 mayors and city councillors from across Canada is calling on the federal government to keep #ElbowsUp with nation-building projects that respond to the climate emergency, after a \u201cstaggering\u201d one in four Canadians in at least 200 communities experienced the impacts of climate change this past summer.<\/p>\n<p>More than 15 million people faced \u201cevacuations, unsafe air quality, extreme heat, or severe storms in their communities,\u201d\u00a0<a href=\"https:\/\/elbowsupforclimate.ca\/\">Elbows Up for Climate<\/a>\u00a0said in a release Wednesday. Nearly 40 non-Indigenous and 88 Indigenous communities were evacuated, with tens of thousands of people displaced, and 417 wildfires are wildfires are still burning.<\/p>\n<p>The release landed just days after early reporting from the Canadian Climate Institute showed Canada\u2019s emissions reductions\u00a0<a href=\"https:\/\/www.theenergymix.com\/canadas-emission-reductions-flatlined-in-2024-climate-institutes-early-estimate-shows\/\">flatlining<\/a>\u00a0in 2024 while climate pollution fossil fuels accelerated.<\/p>\n<p>The coalition has identified more than 200 communities and regions that dealt with specific climate impacts over the summer, not including one in seven First Nations that faced wildfires, evacuations, extreme heat, and air quality warnings.<\/p>\n<p>In the release, coalition co-chair and former Toronto mayor David Miller took aim at the\u00a0<a href=\"https:\/\/www.theenergymix.com\/carney-unveils-60b-fast-track-projects-as-critics-warn-of-threats-to-democracy-and-environment\/\">first batch<\/a>\u00a0of major projects that Prime Minister Mark Carney announced earlier this month. \u201cLNG Canada is both a carbon bomb and an entirely foreign-owned project: what happened to \u2018Elbows Up\u2019?\u201d he asked. \u201cThis is a moment for investing in nation-building, not nation-burning projects.\u201d<\/p>\n<p>Instead, the municipal leaders are urging Carney and his government to take on a list of nation-building projects that will \u201chelp us build an economy that is significantly independent from our neighbour to the south and will materially help our efforts to lower our greenhouse gas emissions and our reliance on burning fossil fuels,\u201d Miller told\u00a0<em>The Energy Mix<\/em>\u00a0in an interview. The media release reiterates the coalition\u2019s call to federal party leaders during last spring\u2019s federal election to sign on to a project list that includes:<\/p>\n<p>\u2022 A national clean energy grid;<\/p>\n<p>\u2022 Building two million energy-efficient,\u00a0<a href=\"https:\/\/www.theenergymix.com\/build-canada-homes-rollout-promises-test-sites-in-6-cities-stresses-modular-housing\/\">non-market homes<\/a>;<\/p>\n<p>\u2022 Energy retrofits for low-income homes and multi-unit buildings;<\/p>\n<p>\u2022 A national high-speed rail and intercity bus system;<\/p>\n<p>\u2022 Implementation and funding for a \u201cnational\u00a0<a href=\"https:\/\/www.theenergymix.com\/canadas-climate-adaptation-plan-underfunded-misses-top-risks\/\">resilience, response, and recovery<\/a>\u00a0strategy.\u201d<\/p>\n<p>So far, Miller said the response from MPs is coming in at two different levels.<\/p>\n<p>\u201cThe bigger one, but only slightly, is, \u2018look, we\u2019re in tough because of what\u2019s going on in the [United States]. We can\u2019t think about anything but jobs right now. This is environmental stuff,\u2019\u201d he said.<\/p>\n<p>However, with a growing contingent open to the idea that climate infrastructure projects also build the economy, Miller said he\u2019s \u201ccautiously optimistic\u201d that \u201cwe\u2019re going to broaden the numbers of Members of Parliament who are receptive to these ideas to a majority. It is requiring some work, there\u2019s no question about that, but there\u2019s a good core and we\u2019ve got a good starting point\u201d\u2014namely housing minister and former Vancouver mayor Gregor Robertson, who\u2019s been \u201cworking on climate issues for decades.\u201d<\/p>\n<h2 class=\"wp-block-heading\">Climate Emergency \u2018Changes You\u2019<\/h2>\n<p>The mayors and councillors carried a similar message in an open letter to federal party leaders in mid-April, a couple of weeks before the April 28 federal election.<\/p>\n<p>\u201cLeading through a climate emergency changes you,\u201d the coalition\u00a0<a href=\"https:\/\/elbowsupforclimate.ca\/\">said<\/a>\u00a0at the time. \u201cYou can\u2019t witness elderly neighbours overheating in\u00a0<a href=\"https:\/\/www.theenergymix.com\/days-in-the-dark-sweltering-heat-rotting-food-low-income-residents-push-landlord-for-compensation-after-catastrophic-toronto-storm\/\">low-income apartments<\/a>\u00a0during a heat wave, and not recognize the critical role of well-insulated, affordable housing. You can\u2019t comfort people who have lost everything in floods and fires, and not wonder how we will afford to rebuild. You can\u2019t watch your kids and loved ones\u00a0<a href=\"https:\/\/energymixweekender.substack.com\/p\/will-a-future-of-wildfires-be-mark\">choke on toxic wildfire smoke<\/a>\u00a0without knowing the time to act boldly on climate change is right now\u2014because later is too late.\u201d<\/p>\n<p>Already, they added, \u201cwe\u2019ve watched wildfires rip through nearly every part of our country. Just like you, we were stunned when\u00a0<a href=\"https:\/\/www.theenergymix.com\/lytton-b-c-files-suit-over-2021-wildfire-amid-slow-rebuilding-process\/\">Lytton<\/a>\u00a0disappeared off the map. Then parts of\u00a0<a href=\"https:\/\/www.theenergymix.com\/out-of-control-wildfire-burns-homes-forced-evacuations-outside-halifax\/\">Halifax<\/a>\u00a0went up in flames. Last year, wildfires engulfed the iconic and beloved\u00a0<a href=\"https:\/\/www.theenergymix.com\/climate-change-made-high-temperatures-twice-as-likely-before-jasper-wildfire\/\">Jasper<\/a>. What\u2019s next? Who\u2019s next?\u201d<\/p>\n<p>This week, Jasper Mayor Richard Ireland said it\u2019s long past time to get funding in place for the resilience and response strategy the mayors and councillors are asking for.<\/p>\n<p>\u201cJasper knows all too well the challenges and the heartbreak of evacuation, and responding to and recovering from climate disaster,\u201d he said in the release. \u201cProtecting communities and mitigating the impacts from climate change catastrophe protects lives, property, and local economies.\u201d<\/p>\n<p>\u201cOn the ground, we are linking arms\u2014First Nations, rural municipalities, and cities\u2014because wildfire smoke and unsafe air know no boundaries,\u201d said Winnipeg councillor Sherri Rollins. \u201cBut local governments can\u2019t do it alone. The federal government must treat this as a nation-building moment.\u201d<\/p>\n<p>\u201cNation-building projects are only beneficial if they are decarbonized, respect treaty rights, and work to protect nature, not destroy it,\u201d agreed Fredericton councillor Margo Sheppard. \u201cTo perpetuate pipelines and burning things when the world is moving away from these loses sight of the available, cleaner options that create jobs, improve air quality, and prevent premature deaths.\u201d<\/p>\n<h2 class=\"wp-block-heading\">Seize the Opportunity<\/h2>\n<p>With questions mounting about the limited up-front attention climate issues have received since Carney took office, Miller said he doesn\u2019t think the PM has forgotten or left behind the work he did or the\u00a0<a href=\"https:\/\/www.penguinrandomhouse.ca\/books\/669023\/values-by-mark-carney\/9780771051579\">value(s)<\/a>\u00a0he espoused in his life before politics.<\/p>\n<p>Carney \u201cis playing his cards on this issue very close to his chest,\u201d Miller told\u00a0<em>The Mix<\/em>. \u201cI think he\u2019s been shrewd not to antagonize Alberta deliberately,\u201d but \u201che knows as well as anybody in the world what needs to be done. One of the challenges is this big push for new fossil fuel infrastructure, and if you do that, it\u2019s not there for the next year until congressional elections in the U.S.\u00a0<em>[Just 403 sleeps and counting\u2014Ed.]\u00a0<\/em>\u201cIt\u2019s there for the next 50 years, and it locks Canada into a huge amount of emissions if the infrastructure is being built to increase the exploitation of the reserves.\u201d<\/p>\n<p>That\u2019s why the municipal leaders are emphasizing \u201csensible and obvious nation-building projects that will use Canadian resources like steel, and, you know, make sense. And it makes sense that they make sense, because local governments have to operate with common sense.\u201d<\/p>\n<p>The coalition\u2019s wish list includes completion of a national clean electricity grid at a time when \u201cit\u2019s easier for us to export our clean energy to the United States than it is for people in Yellowknife to rely on clean energy from British Columbia,\u201d Miller added. \u201cIt\u2019s easier for people in New York and Cleveland to use Quebec\u2019s clean energy and Ontario\u2019s almost clean energy than it is for people in Alberta to use Manitoba and B.C.\u2019s.\u201d<\/p>\n<p>And that, in turn, is just one part of the opportunity for Canada to recognize its own strength as the world\u2019s\u00a0<a href=\"https:\/\/www.investopedia.com\/insights\/worlds-top-economies\/\">ninth-biggest economy<\/a>.<\/p>\n<p>\u201cWe\u2019re superb, and I think we need to think a little bit more that way,\u201d Miller said. \u201cWe\u2019re not this little tiny country beside a big one. We are a big, powerful country.\u201d But to protect that status, he said Canada will have to build up its existing advanced manufacturing capacity by emphasizing sectors like clean vehicle manufacturing.<\/p>\n<p>\u201cThe U.S. is abandoning that completely. Why don\u2019t we take that over?\u201d he asked. \u201cWe have a moment now where paradoxically there\u2019s a massive opportunity because what the U.S. is doing, I think we need to seize
