Distributed solar generation capacity grew from less than 1 gigawatt (GW) in 2018 to 40 GW in 2025 through June, accounting for 43% of all electricity capacity additions over that period.<\/p>\n<p data-type=\"inbrief\"><img decoding=\"async\" src=\"https:\/\/www.eia.gov\/todayinenergy\/images\/2025.09.26\/main.svg\" alt=\"electricity generating capacity in Brazil\" \/><\/p>\n<div class=\"source\"><strong>Data source:\u00a0<\/strong><a href=\"https:\/\/www.gov.br\/aneel\/en\">Brazilian Electricity Regulatory Agency<\/a>\u00a0(ANEEL)<br \/>\n<strong>Note:\u00a0<\/strong><em>Other<\/em>\u00a0includes biomass, all other distributed generation, and nuclear.\u00a0<a href=\"https:\/\/dadosabertos.aneel.gov.br\/dataset\/6d90b77c-c5f5-4d81-bdec-7bc619494bb9\/resource\/11ec447d-698d-4ab8-977f-b424d5deee6a\/download\/siga-empreendimentos-geracao.csv\">Data<\/a>\u00a0for 2025 include systems installed through June 30, 2025.<\/div>\n<hr \/>\n<p>In 2012, Brazil implemented net metering policies, which have recently contributed to large increases in distributed solar generation capacity. Compared with distributed solar, utility-scale solar generating capacity at the end of June was only\u00a0<a href=\"https:\/\/www.gov.br\/aneel\/en\">17.9 GW<\/a>, according to the Brazilian Electricity Regulatory Agency (ANEEL). As of June 30, 2025, total solar electric generating capacity in Brazil was 23% of the total electric generating capacity.<\/p>\n<p>Home and building owners installed more than\u00a0<a href=\"https:\/\/app.powerbi.com\/view?r=eyJrIjoiY2VmMmUwN2QtYWFiOS00ZDE3LWI3NDMtZDk0NGI4MGU2NTkxIiwidCI6IjQwZDZmOWI4LWVjYTctNDZhMi05MmQ0LWVhNGU5YzAxNzBlMSIsImMiOjR9\">3.7 million renewable distributed generation<\/a>\u00a0systems in\u00a0<a href=\"https:\/\/www.eia.gov\/international\/content\/analysis\/countries_long\/Brazil\/pdf\/brazil-2023.pdf\">Brazil<\/a>\u00a0as of June 30, 2025. Unlike\u00a0<a href=\"https:\/\/www.epa.gov\/energy\/centralized-generation-electricity-and-its-impacts-environment#about\">centralized generators<\/a>, where power plants produce electricity and send it long distances over power lines to customers,\u00a0<a href=\"https:\/\/www.eia.gov\/tools\/glossary\/index.php?id=Distributed%20generator\">distributed generators<\/a>\u00a0produce near the point of use, for example, by using solar arrays on the rooftops of homes and businesses. In Brazil, solar photovoltaic dominates the distributed generation sector, representing 99% of the country\u2019s total distributed generation capacity. Small hydroelectric and wind account for the remaining 1% of distributed generation.<\/p>\n<p>The net metering policies in Brazil have evolved several times since 2012. In 2012, ANEEL implemented a\u00a0<a href=\"https:\/\/www2.aneel.gov.br\/cedoc\/ren2012482.pdf\">net metering policy<\/a>\u00a0that allowed owners of distributed generation systems in Brazil to sell excess electricity to the grid for billing credits. The policy initially allowed small generators with installed capacity up to 1 megawatt (MW) of hydro, solar, biomass, wind, and qualified cogeneration of renewable sources to qualify.<\/p>\n<p>In 2015, ANEEL\u00a0<a href=\"https:\/\/www2.aneel.gov.br\/cedoc\/ren2015687.pdf\">increased<\/a>\u00a0the qualified capacity to 5 MW for solar and most other qualified renewable sources and 3 MW for small hydropower units.<\/p>\n<p>In 2022 and 2023, a new\u00a0<a href=\"https:\/\/www.in.gov.br\/en\/web\/dou\/-\/lei-n-14.300-de-6-de-janeiro-de-2022-372467821\">law<\/a>\u00a0and\u00a0<a href=\"https:\/\/www2.aneel.gov.br\/cedoc\/reh20233171ti.pdf\">additional regulations<\/a>\u00a0restricted small generators with storage to a\u00a0<a href=\"https:\/\/www.portalsolar.com.br\/lei-14300\">capacity no larger than 3 MW<\/a>\u00a0to qualify for net metering if they used hydro, solar, biomass, wind, and qualified cogeneration of renewable sources. The 5-MW limit for solar generation without storage remained.<\/p>\n<p>The states in the south and southeast regions of Brazil have the most distributed solar capacity: S\u00e3o Paulo (5.8 GW), Minas Gerais (4.9 GW), Paran\u00e1 (3.7 GW), Rio Grande do Sul (3.4 GW), and Mato Grosso (2.6 GW). In 2022, S\u00e3o Paulo surpassed Minas Gerais in solar distributed generation capacity. S\u00e3o Paulo has\u00a0<a href=\"https:\/\/semil.sp.gov.br\/2024\/02\/sp-lidera-ranking-nacional-de-energia-solar-distribuida\/\">implemented favorable state policies<\/a>\u00a0in its long-term energy plans and local\u00a0<a href=\"https:\/\/www.al.sp.gov.br\/repositorio\/legislacao\/decreto\/2023\/decreto-67521-27.02.2023.html\">regulations<\/a>, such as\u00a0<a href=\"https:\/\/legislacao.fazenda.sp.gov.br\/Paginas\/Decreto-68100-de-2023.aspx\">tax<\/a>\u00a0concessions for installing solar generation.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.eia.gov\/todayinenergy\/images\/2025.09.26\/chart2.svg\" alt=\"solar distributed generation capacity in Brazil, by state\" \/><\/p>\n<div class=\"source\"><strong>Data source:\u00a0<\/strong><a href=\"https:\/\/www.gov.br\/aneel\/en\">Brazilian Electricity Regulatory Agency<\/a>\u00a0(ANEEL)<br \/>\n<strong>Note:\u00a0<\/strong><a href=\"https:\/\/dadosabertos.aneel.gov.br\/dataset\/6d90b77c-c5f5-4d81-bdec-7bc619494bb9\/resource\/11ec447d-698d-4ab8-977f-b424d5deee6a\/download\/siga-empreendimentos-geracao.csv\">Data<\/a>\u00a0for 2025 include systems installed through June 30, 2025.<\/div>\n<hr \/>\n<p>The expansion of installed solar capacity, both utility-scale and distributed generation, appears likely to continue, although its future pace is less clear. As of June 30, 2025, there were 122 GW of planned utility-scale solar facilities listed in\u00a0<a href=\"https:\/\/dadosabertos.aneel.gov.br\/dataset\/6d90b77c-c5f5-4d81-bdec-7bc619494bb9\/resource\/11ec447d-698d-4ab8-977f-b424d5deee6a\/download\/siga-empreendimentos-geracao.csv\">ANEEL\u2019s data<\/a>.
