Prime Minister Mark Carney\u2019s planned \u201causterity and investment\u201d budget could deliver significant cuts to Canada\u2019s environmental programs, with green transport funding set to fall by two-thirds and Environment and Climate Change Canada bracing for reductions of up to 50 per cent.<\/p>\n

Carney has\u00a0sought to reshape<\/a>\u00a0the country\u2019s finances with deep cuts to government spending and federal jobs. He has described his plans as \u201can austerity and investment budget at the same time,\u201d achievable \u201cif we\u2019re disciplined.\u201d He has said there will be no cuts to health care spending, education transfers, or individual benefits like pensions, the Guardian\u00a0<\/a>reports<\/a>.<\/p>\n

As the PM plans to cut operational spending in stages\u20147.5 per cent for 2026-27, 10 per cent in 2027-28, and 15 per cent in 2028-29\u2014he is also pushing to raise Canada\u2019s NATO military spending\u00a0<\/a>by almost $9 billion<\/a>, increase support for major infrastructure projects, and cut taxes for middle-income Canadians,\u00a0<\/a>writes<\/a>\u00a0CBC News.<\/p>\n

The impact of these changes will be felt across the entire government, but some environmental programs face notable losses.<\/p>\n

Transport Canada expects a 41 per cent reduction in spending over three years, suggesting the department will lose 1,000 employees and raising uncertainty about some emissions reduction programs. The Hill Times\u00a0<\/a>reports<\/a>\u00a0that across Transport Canada\u2019s three transportation system priorities\u2014efficient, safe and secure, and green and innovative\u2014green and innovative systems will see the biggest reduction, from $672 million to $211 million in three years.<\/p>\n

The department says much of the spending drop is due to sunsetting programs, which occurs when lawmakers choose not to renew a program after its funding runs out. Transport Canada\u2019s departmental plan\u00a0states<\/a>\u00a0[pdf<\/em>] that it \u201cwill seek to renew sunset funding to continue work on these critical activities through future federal budget exercises.\u201d<\/p>\n

Similarly, Environment and Climate Change Canada\u2019s\u00a0<\/a>departmental plan<\/a>\u00a0signals that its budget\u00a0<\/a>could drop by 50<\/a> per cent, with significant impacts on its programs. Leaked memos suggest freshwater conservation could be undermined by cuts to the Canada Water Agency, which protects rivers and lakes, The Pointer\u00a0reports<\/a>. A group chat message accidentally shared with a reporter indicated that less spending could result in less work on algal-bloom restoration nation-wide.<\/p>\n

While several departments\u2014the Department of National Defence, the Royal Canadian Mounted Police, Canada Border Services Agency, the Supreme Court, and the Parliamentary Budget Office\u2014are protected and can expect relatively modest 2 per cent cuts, all other departments expect to cut spending by 15 per cent. Job losses across the federal government could reach a total of over 57,000 full-time equivalent jobs between 2024 and 2028,\u00a0<\/a>reports<\/a>\u00a0Policy Options.<\/p>\n

An analysis by Policy Options\u00a0<\/a>suggests<\/a>\u00a0that achieving Carney\u2019s budget targets will also require cutting federal transfers to other levels of government, non-profits, and businesses, which could result in less support to First Nations, veterans, newcomers to Canada, international aid, and research and science.<\/p>\n
