Carney statements fuel anxiety, optimism"},"content":{"rendered":"<p><em>This article was published by <a href=\"https:\/\/www.theenergymix.com\/pipelines-ccs-clean-energy-all-of-the-above-carney-statements-fuel-anxiety-optimism\/\" target=\"_blank\" rel=\"noopener\">The Energy Mix<\/a> on May 15, 2025.<\/em><\/p>\n<p><em><strong>By <a href=\"https:\/\/www.theenergymix.com\/author\/mitchellbeer\/\" target=\"_blank\" rel=\"noopener\">Mitchell Beer<\/a><\/strong><\/em><\/p>\n<p>Anxiety about new fossil fuel pipelines, optimism about clean energy infrastructure, and at least conditional confidence in Prime Minister Mark Carney\u2019s climate credentials were all part of the reaction after Carney introduced his new Cabinet Tuesday, then appeared to endorse new pipeline development in an interview with a national television network.<\/p>\n<p>At Rideau Hall Tuesday morning, Governor General Mary Simon\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=L92ichAoRuM&amp;ab_channel=APTNNews\">presided over<\/a>\u00a0the swearing-in ceremony for a\u00a0<a href=\"https:\/\/www.thestar.com\/politics\/federal\/carney-cabinet-live\/article_1e6bc84c-f3c9-4358-b561-49d157c8041b.html#76b0b6f0-7327-4e86-bc9b-42a4ac4f7fc8\">28-member Cabinet<\/a>\u00a0plus\u00a0<a href=\"https:\/\/www.thestar.com\/politics\/federal\/carney-cabinet-live\/article_1e6bc84c-f3c9-4358-b561-49d157c8041b.html#09963520-90f2-47c4-aef0-b6ed1303335c\">10 secretaries of state<\/a>, including:<\/p>\n<p>\u2022 Environment and Climate Minister Julie Dabrusin (Toronto\u2014Danforth);<\/p>\n<p>\u2022 Energy and Natural Resources Minister Tim Hodgson (Markham\u2013Thornhill);<\/p>\n<p>\u2022 Canadian Identity and Culture Minister Steven Guilbeault (Laurier\u2014Sainte-Marie);<\/p>\n<p>\u2022 Housing and Infrastructure Minister Gregor Robertson (Vancouver Fraserview\u2013South Burnaby);<\/p>\n<p>\u2022 Canada-U.S. Trade, Intergovernmental Affairs and One Canadian Economy Minister Dominic LeBlanc (Beaus\u00e9jour);<\/p>\n<p>\u2022 Industry Minister M\u00e9lanie Joly (Ahuntsic-Cartierville);<\/p>\n<p>\u2022 Indigenous Services Minister Mandy Gull-Masty (Abitibi\u2013Baie-James\u2013Nunavik\u2013Eeyou);<\/p>\n<p>\u2022 Arctic Affairs Minister Rebecca Chartrand (Churchill\u2013Keewatinook Aski);<\/p>\n<p>\u2022 Crown-Indigenous Relations Minister Rebecca Alty (Northwest Territories);<\/p>\n<p>\u2022 Emergency Management and Community Resilience Minister Eleanor Olszewski (Edmonton Centre);<\/p>\n<p>\u2022 Transport and Internal Trade Minister Chrystia Freeland (University-Rosedale).<\/p>\n<p>In a statement shortly after the swearing-in, the Prime Minister\u2019s Office said the government\u2019s \u201cprimary focus\u201d will be on the economy, and on Donald Trump\u2019s tariff war and annexation threats.<\/p>\n<p>\u201cCanadians elected this new government with a strong mandate to define a new economic and security relationship with the United States, to build a stronger economy, to reduce the cost of living, and to keep our communities safe,\u201d the statement\u00a0<a href=\"https:\/\/www.cnn.com\/2025\/05\/13\/americas\/carney-new-cabinet-trump-tariffs-latam-intl\">said<\/a>.<\/p>\n<p>\u201cWe have to address and come to a new arrangement with the Americans,\u201d Carney told media. \u201cBut our primary focus is on the economy, and our primary focus is on the Canadian economy.\u201d<\/p>\n<h2 class=\"wp-block-heading\">Clean and Conventional Energies<\/h2>\n<p>Hours later, Carney\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=YUz8FUqakEQ\">took a different tack<\/a>\u00a0in an interview with CTV chief political correspondent Vassy Kapelos, emphasizing an \u201call of the above\u201d energy mix with room for oil and gas, pipelines, carbon capture and storage (CCS), and nuclear development.<\/p>\n<p>\u201cWhen I talk about being an energy superpower, I always say in both clean and conventional energies,\u201d he said. \u201cYes, it does mean oil and gas. It means using oil, our oil and gas here in Canada to displace imports wherever possible, particularly from the United States. It makes no sense to be sending that money south of the border or across the ocean, but yes, it also means more exports without question.\u201d<\/p>\n<p>Carney added: \u201cWe need to do multiple things at the same time in order to build this base so that we are creating wealth and competitiveness, better lives for Canadians for generations. So we\u2019re going to be very ambitious across a range. That\u2019s why we\u2019re not asking for one nation-building project. We\u2019re asking for nation-building\u00a0<em>projects<\/em>, and we are going to move as rapidly as possible on as many of them as possible.\u201d<\/p>\n<p>That could include pipeline development, building out CCS projects to help get oil and gas to market, and specific changes to measures like the federal\u00a0<em>Impact Assessment Act<\/em>\u00a0and the former Trudeau government\u2019s\u00a0<a href=\"https:\/\/www.theenergymix.com\/oil-and-gas-production-still-set-to-rise-as-canada-delays-emissions-cap-to-2030-2032\/\">long-delayed cap<\/a>\u00a0on oil and gas emissions, Carney told Kapelos.<\/p>\n<p>\u201cWe will change things at the federal level that need to be changed in order for projects to move forward,\u201d he said. \u201cThe test is, Canadians deserve results, not rhetoric and not talking past each other.\u201d<\/p>\n<p>Carney\u2019s Quebec lieutenant, former environment and climate minister Steven Guilbeault, put some boundaries around those statements a day later, arguing that Canada should maximize the use of existing pipelines before talking about building more, The Canadian Press\u00a0<a href=\"https:\/\/globalnews.ca\/news\/11180499\/canada-pipelines-use-guilbeault-carney\/\">reports<\/a>. He pointed out that the taxpayer-owned Trans Mountain pipeline expansion, which cost years of controversy and $34.2 billion to build, is still operating\u00a0<a href=\"https:\/\/www.cbc.ca\/news\/canada\/calgary\/one-year-after-the-trans-mountain-pipeline-expansion-why-isn-t-it-full-1.7525284\">below its full capacity<\/a>.<\/p>\n<p>\u201cSo I think before we start talking about building an entire new pipeline, maybe we should maximize the use of existing infrastructure,\u201d Guilbeault told media. \u201cAnd, the Canadian Energy Regulator, as well as the International Energy Agency, are telling us that probably by 2028-2029, demand for oil will peak globally, and it will also peak in Canada.\u201d<\/p>\n<p>\u201cCanada\u2019s oil and gas sector has indicated no desire to build new pipelines under the current regulatory environment,\u201d CP notes. But \u201cfollowing the election, 38 Canadian oil and gas CEOs\u00a0<a href=\"https:\/\/www.theenergymix.com\/fossil-fuel-ceos-press-ottawa-to-ease-climate-rules-fast-track-projects\/\">wrote to Carney<\/a>\u00a0calling on him to repeal the assessment law and scrap the emissions cap regulations.\u201d During the federal election campaign, Carney\u00a0<a href=\"https:\/\/www.theenergymix.com\/carney-embraces-emissions-cap-ccs-while-smith-touts-poilievre-as-trumps-best-bet\/\">said<\/a>\u00a0he would stand behind an \u201cemissions cap, not a production cap,\u201d while speeding up federal technology investments to help bring down oil and gas sector emissions.<\/p>\n<h2 class=\"wp-block-heading\">\u2018Pick a Lane\u2019<\/h2>\n<p>Alberta Premier Danielle Smith was quick to criticize the Cabinet announcement, homing in on veteran Toronto\u2014Davenport MP Julie Dabrusin\u2019s appointment to the environment and climate portfolio. \u201cI am very concerned the Prime Minister has appointed what appears to be yet another anti-oil and gas environment minister,\u201d Smith said in a statement Tuesday. She described Dabrusin as a \u201cself-proclaimed architect of the designation of plastics as toxic\u201d, a \u201cstaunch advocate against oilsands expansion, proponent of phasing out oil and gas,\u201d and a former Parliamentary secretary to Guilbeault, as well as former environment minister Jonathan Wilkinson.<\/p>\n<p>\u201cFire, meet gas,\u201d agreed Smith\u2019s chief of staff Rob Anderson.<\/p>\n<p>Climate Action Network-Canada countered that Carney has some choices to make, after a campaign in which he endorsed the emissions cap while pledging to strengthen the country\u2019s\u00a0<a href=\"https:\/\/www.theenergymix.com\/alberta-undercuts-investment-creates-business-uncertainty-by-freezing-industrial-carbon-price\/\">industrial carbon pricing<\/a>\u00a0system, introduce investment tax credits for clean energy and technology, and make Canada a \u201cworld leader\u201d in CCS.<\/p>\n<p>\u201cWe\u2019ve heard Mr. Carney, in particular during the election campaign, adopt an \u2018all of the above\u2019 approach to energy and refusing to pick a lane between a cleaner, safer, renewable powered future and doubling down on the volatile fossil fuel status quo,\u201d said CAN-Rac Executive Director Caroline Brouillette. \u201cI think that in 2025 we don\u2019t have the luxury of not picking a lane, both from an environmental side of things but also from an economic side of things.\u201d<\/p>\n<p>Adam Scott, executive director of Shift Action for Pension Wealth and Planetary Health, agreed.<\/p>\n<p>\u201cI dislike the word \u2018balance\u2019 with respect to climate, as it falsely implies equal value for the causes and solutions to the climate crisis,\u201d he told\u00a0<em>The Energy Mix<\/em>\u00a0in an email. \u201cNew fossil fuel export infrastructure such as pipelines or LNG terminals are not in any way compatible with a credible climate alignment plan for Canada. Nor would government action to subsidize locking in new fossil fuel infrastructure provide a long-term benefit in improving Canada\u2019s economic competitiveness. On the contrary, Canada\u2019s over-reliance economically on oil and gas is a significant fiscal liability as the industry goes through certain structural decline through the energy transition.\u201d<\/p>\n<p>In a media interview Tuesday, Mark Winfield, co-chair of York University\u2019s Sustainable Energy Initiative, called the Cabinet announcement a \u201cpotential downgrading\u201d for climate and environment, with several climate hawks shifting from portfolios like housing and energy to the back benches. \u201cOn the whole I think we are left at best unclear on where we stand on climate, energy transitions, and decarbonization,\u201d he told\u00a0<em>The Mix<\/em>\u00a0Wednesday. \u201cThe emphasis on nuclear, pipelines, and CCS was pretty clear in the [CTV] interview,\u201d and \u201cI think this goes back to how do we define \u2018clean\u2019 in this context. It is not clear where renewables fit at this point.\u201d<\/p>\n<h2 class=\"wp-block-heading\">Meeting the Moment<\/h2>\n<p>Claire Seaborn, a former chief of staff to Wilkinson, said the government is mainstreaming the climate and energy transition, not diminishing it.<\/p>\n<p>\u201cI do not see this Cabinet as a downgrade,\u201d she told\u00a0<em>The Energy Mix<\/em>. \u201cIn fact, I see it as meeting the moment on climate, which is all about building major projects. Back in 2015, the conversation was about whether climate change is real, and commitments. In 2019, it was about net-zero and carbon pricing. Right now, the conversation on climate change is actually about building. This government is very pro-building, and that actually makes it very strong on climate action.\u201d<\/p>\n<p>Seaborn said she saw strong climate commitments in Carney\u2019s election platform and on the campaign trail, even if he didn\u2019t speak the words in the CTV interview. Fernando Melo, federal director \u2013 policy and government affairs at the Canadian Renewable Energy Association, agreed that \u201cif you look at the Liberal Party platform, there were quite a few mentions of renewable electricity and electricity storage in there\u2014including in the proposal to make Canada an \u2018energy superpower\u2019. Not being mentioned in every media interview doesn\u2019t worry me or CanREA\u2019s members.\u201d<\/p>\n<p>\u201cThat said,\u201d he added, \u201cwe will hold the government accountable for its promises to our sector and will continue to push for the speedy introduction of legislation that would finalize and improve the Clean Economy Investment Tax Credits, among other critical policies.\u201d<\/p>\n<p>It\u2019s also \u201cgreat to see a few fellow cyclists at the Cabinet table.\u201d Melo said.<\/p>\n<p>Regardless of the specific choices it makes, \u201cyou\u2019re going to see this government recognizing that the world is moving toward low-carbon and net-zero, and that can take many forms,\u201d Seaborn said. A pipeline can carry oil, gas, captured carbon, or green ammonia, so \u201cwhen you say \u2018pipeline\u2019, that is entirely consistent with the fact that Mark Carney knows we are moving toward net-zero.\u201d<\/p>\n<p>Normand Mousseau, scientific director of the Trottier Energy Institute at Polytechnique Montr\u00e9al, said he couldn\u2019t see the sense in that approach.<\/p>\n<p>\u201cI still don\u2019t understand what the deal is with pipelines,\u201d he told\u00a0<em>The Mix\u00a0<\/em>in an email. \u201cAs far as I know, there are no private sector projects on the table, and the last pipeline the federal government constructed cost upwards of $34 billion.\u201d<\/p>\n<p>He added that he\u2019s puzzled \u201cthat other infrastructure linked to decarbonizing Canada, such as interprovincial links, massive storage, etc., have not been mentioned. I think that we need a clear message from PM Carney that he intends to bring Canada on path to its 2050 climate objectives, especially because we are still far behind what is needed to reach our 2035 goal.\u201d<\/p>\n<h2 class=\"wp-block-heading\">The \u2018Climate-Literate PM\u2019<\/h2>\n<p>There\u2019s little doubt that the new prime minister understands the stakes in the climate emergency and the broader directions to address it. It isn\u2019t yet clear what path he\u2019ll choose.<\/p>\n<p>\u201cPrime Minister Carney is the most climate-literate PM we\u2019ve ever seen, and maybe the most climate-literate leader among industrialized countries,\u201d said Aaron Freeman, principal of Toronto-based Pivot Strategic Consulting. \u201cHowever, decisions on specific climate policies are going to be made within the political frame that he has placed himself in. There\u2019s a narrative and political coalition that he\u2019s built, and many of the issues we care about are going to be settled according to these parameters.\u201d<\/p>\n<p>Freeman suggested looking to the template language in the forthcoming ministerial mandate letters for early hints at how portfolios like sovereignty, trade, housing, and economy could become focal points for climate and energy transition strategy.<\/p>\n<p>Freeman and others pointed to Dabrusin as one of the strong environmental champions in Cabinet. He added that Hodgson\u2014who led Ontario power utility Hydro One, sat on the board of oil sands producer MEG Energy, and previously worked with Carney at the Goldman Sachs investment banking firm\u2014brings cross-cutting expertise to the energy and natural resources portfolio.<\/p>\n<p>\u201cTaken together, these two appointments are reflective of Carney\u2019s \u2018all-in\u2019 energy strategy,\u201d he wrote, \u201ca strategy that may not end up being significantly different than Trudeau\u2019s framing on energy, except perhaps incrementally in terms of emphasis.\u201d<\/p>\n<p>One veteran observer speculated that Hodgson\u2019s power sector experience may outweigh his oil sands exposure\u2014making him a trusted ally that Carney can count on to sustain momentum toward a national renewable power grid while the PM focuses on issues like trade and sovereignty. Shift Action\u2019s Scott said he would withhold judgement on the government\u2019s clean energy commitments until he sees the mandate letters.<\/p>\n<p>\u201cI hope Tim Hodgson will draw on his considerable governance expertise in a variety of positions to see that the best long-term interest of Canadians lies in a rapid investment and buildout in the clean electrification of our energy systems,\u201d Scott wrote. \u201c\u2018All of the above\u2019 energy policies are an abdication of leadership from both an economic and climate perspective in 2025.\u201d<\/p>\n<p>\u201cElectricity is the pillar of the transition to net-zero,\u201d Mousseau agreed.\u201d So, having somebody who understands this sector is crucial, even if energy is under provincial jurisdiction.\u201d Hodgson\u2019s knowledge of the oil and gas sector might also \u201cgive him leverage to push for decarbonization,\u201d Mousseau added, but only \u201cwith a clear message from PM Carney.\u201d<\/p>\n<h2 class=\"wp-block-heading\">Climate Across All Portfolios<\/h2>\n<p>While much of the early reaction on the new government\u2019s climate priorities focused on Dabrusin, Hodgson, and Carney himself, there\u2019s also growing recognition that a climate focus will spread right across the federal system. \u201cEvery minister in some way will have to acknowledge and respond to the reality of climate change. every minister, whether it\u2019s in their region or their programs,\u201d Seaborn said. \u201cThat\u2019s just the reality of climate.\u201d<\/p>\n<p>Scott agreed that climate action \u201cis inextricably required to address the real-world concerns and needs of Canadians on housing, affordability, economic productivity, trade, and sovereignty. Climate does not exist as a standalone priority, it must be integrated in all policy.\u201d<\/p>\n<p>Those realities make Canada\u2019s existing climate policy mechanisms \u201conly a small part of what is required,\u201d he said\u2014so that the government\u2019s housing strategy, for example, \u201cmust integrate efficiency, adaptation, and electrification to ensure Canadians have access to affordable, comfortable, climate safe housing. It\u2019s not optional.\u201d<\/p>\n<p>Melo agreed that \u201cthe electrification of Canada\u2019s homes, transportation, and industry reduces the need for energy transported through the U.S. or from other countries, especially if that electricity comes from locally generated renewables. Building new energy-efficient homes with integrated solar and storage will help Canadians reduce their energy bills, which in turn supports affordability.\u201d And \u201cinvestments in productivity, industry, and innovation can help onshore the production of critical components for the energy transition.\u201d<\/p>\n<p>Connecting to needs and issues outside the climate space is also essential because \u201cthe climate crisis is frankly not top of mind for most Canadians,\u201d Melo added. \u201cCanadian sovereignty, the economy, and the cost of living\/inflation are the issues that are keeping people up at night. Not putting these issues front and centre in messaging and actions is a great way for a new minority government to find itself losing public support quickly.\u201d<\/p>\n<p>Jackson Wyatt, founder and CEO of modular housing manufacturer CABN, said half of the Cabinet will be involved with housing strategy in one way or another. \u201cIt\u2019s energy. It\u2019s waste and water. It\u2019s municipal alignment. It\u2019s a solution for Northern communities and First Nations.\u201d Meeting those challenges will mean \u201cexpedited deployment of funds to address the problem quickly,\u201d rapid upskilling for trades, and \u201c making sure we maintain our standard of healthy living and sustainability,\u201d all by building \u201cCanadian homes with Canadian materials for Canadians,\u201d he said.<\/p>\n<p>Shauna Sylvester, founder and lead convenor of Vancouver-based Urban Climate Leadership, cited incoming Housing and Infrastructure Minister Gregor Robertson as one of the Cabinet members who will be \u201cdeeply committed to bringing a climate lens to their portfolios.\u201d But \u201cI\u2019m holding off assessing Prime Minister Carney\u2019s approach to climate until I\u2019ve had a chance to hear and see more,\u201d she told\u00a0<em>The Mix<\/em>. \u201cI think we need fewer pronouncements and more action, so I\u2019ll be evaluating this government on their actions.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>This article was published by The Energy Mix on May 15, 2025.
