{"id":66428,"date":"2025-03-31T10:32:29","date_gmt":"2025-03-31T17:32:29","guid":{"rendered":"https:\/\/energi.media\/?p=66428"},"modified":"2025-03-31T10:32:29","modified_gmt":"2025-03-31T17:32:29","slug":"opinion-low-carbon-trade-is-canadas-trump-card-over-trump-2","status":"publish","type":"post","link":"https:\/\/energi.media\/opinion\/opinion-low-carbon-trade-is-canadas-trump-card-over-trump-2\/","title":{"rendered":"Opinion: Low-carbon trade is Canada\u2019s trump card over Trump"},"content":{"rendered":"<p><em>This article was published by <a href=\"https:\/\/energymixweekender.substack.com\/p\/tbt-low-carbon-trade-is-canadas-trump-3d2\" target=\"_blank\" rel=\"noopener\">The Energy Mix<\/a> on March 30, 2025.<\/em><\/p>\n<p><em><strong>By Mitchell Beer<\/strong><\/em><\/p>\n<p><em>With Donald Trump\u2019s preposterously-named \u201c<a href=\"https:\/\/apnews.com\/article\/trump-new-tariffs-liberation-day-import-taxes-118d73f50e5133ef3d9598aed6661a6c\" rel=\"\">Liberation Day<\/a>\u201d tariffs set to take effect this Wednesday, April 2\u2014and Politico\u00a0<a href=\"https:\/\/www.politico.com\/news\/2025\/03\/29\/trump-aides-tariffs-liberation-day-fears-00259081\" rel=\"\">reporting<\/a>\u00a0that no one in the White House has a clue what form the final announcement will take\u2014we\u2019re updating and republishing a February 23 post on the new international trading system that countries outside the U.S. are scrambling to build.<\/em><\/p>\n<p><em>If that system is guided by a tough carbon standard that drives down emissions while speeding up the shift to a green economy, it could be a powerful win for all the countries that take part. And Canada, at least for the moment, is emerging as one of the leaders of the pack.<\/em><\/p>\n<div>\n<hr \/>\n<\/div>\n<p>It\u2019s just a possible pathway, not a prediction. But if you take some of the elements of our current geopolitical moment and stack the building blocks just right, you can imagine Donald Trump\u2019s ham-fisted tariffs shocking Canada into the diversified trading relationships it needs\u2014with emission reductions receiving top billing.<\/p>\n<p>If it works, it will be because a tough, meaningful standard for low-carbon exports becomes the trump card (lower-case \u2018t\u2019, please) in the economic warfare the rogue regime in Washington, DC has brought to our doorstep.<\/p>\n<p>The win would require some big choices\u2014bolstering a recently mostly performative set of national climate policies with serious, consistent curbs on emissions, and quickly relinquishing our status as one of the world\u2019s biggest fossil fuel exporters\u2014all of that as cleaner, greener economic relationships flourish. But that\u2019s no more and no less than\u00a0<a href=\"https:\/\/www.theenergymix.com\/trumps-tariff-threats-could-prompt-canada-to-break-free-from-oil\/\" rel=\"\">the pivot<\/a>\u00a0that many of us have been working for for years and decades, supported by clean energy and industrial alternatives that are practical, affordable, and ready to scale up.<\/p>\n<p>Most important, it responds to the continuous flow of alarming news of record\u00a0<a href=\"https:\/\/www.theenergymix.com\/like-dystopian-sci-fi-film-earth-records-hottest-year-ever-in-2024-breaches-1-5c-threshold\/\" rel=\"\">temperature rise<\/a>,\u00a0<a href=\"https:\/\/www.theenergymix.com\/oceans-catch-a-fever-as-warming-quadruples-over-4-decades\/\" rel=\"\">ocean warming<\/a>, and\u00a0<a href=\"https:\/\/www.theenergymix.com\/2c-rise-will-bring-unsurvivable-heat-to-vast-regions-as-arctic-sees-extreme-warming\/\" rel=\"\">ice loss<\/a>,\u00a0<a href=\"https:\/\/www.theenergymix.com\/climate-change-made-high-temperatures-twice-as-likely-before-jasper-wildfire\/\" rel=\"\">devastating<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.theenergymix.com\/rain-aids-la-firefighters-prompts-fears-of-toxic-runoff-while-trump-tones-plays-politics\/\" rel=\"\">deadly<\/a>\u00a0wildfires, crippling\u00a0<a href=\"https:\/\/www.theenergymix.com\/climate-induced-drought-cuts-canadas-hydro-exports-hits-utility-revenues\/\" rel=\"\">drought<\/a>,\u00a0<a href=\"https:\/\/www.theenergymix.com\/record-global-emissions-put-warming-on-track-for-catastrophic-2-6-3-1c-un-warns-2\/\" rel=\"\">rising climate pollution<\/a>, and \u201c<a href=\"https:\/\/www.theenergymix.com\/planetary-solvency-at-risk-actuaries-say-as-rising-emissions-push-warming-past-1-5c\/\" rel=\"\">planetary solvency<\/a>\u201d risks, all evidence of a global climate emergency running out of control.<\/p>\n<p>But how sweet would it be if we could look back in five, 10, or 15 years and realize that the\u00a0<a href=\"https:\/\/robertreich.substack.com\/p\/sunday-thought\" rel=\"\">unremitting<\/a>,\u00a0<a href=\"https:\/\/www.nytimes.com\/2025\/01\/28\/us\/politics\/trump-policy-blitz.html\" rel=\"\">deliberately-choreographed<\/a>\u00a0avalanche of\u00a0<a href=\"https:\/\/apnews.com\/article\/mahmoud-khalil-columbia-trump-immigration-deportation-gaza-b45e7d0f5c09655006560f69a02ea4e3\" rel=\"\">horrors<\/a>\u00a0that we\u2019ve all witnessed over the past two months became the final catalyst for countries to get their act together on an even bigger crisis?<\/p>\n<h2 class=\"header-anchor-post\"><strong>Read Where the Trade Winds Are Blowing<\/strong><\/h2>\n<div class=\"pencraft pc-display-flex pc-alignItems-center pc-position-absolute pc-reset header-anchor-parent\">\n<div class=\"pencraft pc-display-contents pc-reset pubTheme-yiXxQA\"><button class=\"pencraft pc-reset pencraft iconButton2-DvFP7w iconButtonBase-dJGHgN buttonBase-GK1x3M buttonNew-KfJF0Q size_sm-G3LciD priority_secondary-S63h9o\" tabindex=\"0\" type=\"button\" data-href=\"https:\/\/energymixweekender.substack.com\/i\/160205571\/read-where-the-trade-winds-are-blowing\"><\/button>With Canadian hockey legend Wayne Gretzky <a href=\"https:\/\/globalnews.ca\/news\/11029101\/wayne-gretzky-4-nations-face-off-criticism-traitor\/\" rel=\"\">falling out of favour<\/a>\u00a0over his embrace of Trump and apparent favouritism to the U.S. team during the 4 Nations hockey final last month, \u201cskating to where the puck is going\u201d might not be the metaphor we want for Canada\u2019s economic future. Or our future sovereignty. Maybe the new mantra for a new era is to read where the trade winds are blowing.<\/div>\n<\/div>\n<p>The international trading system is hideously complex, and it isn\u2019t an area where I can claim any specific expertise. But particularly in light of Trump\u2019s ceaseless attempts to bully other countries and bend them to his narcissistic will, here are a couple of basic truths to keep in mind:<\/p>\n<blockquote><p>You can only sell a product, service, or concept that someone is willing to buy.<\/p>\n<p>And being relentlessly unpleasant or, in Trump\u2019s case, actively hostile isn\u2019t the best way to build a positive, long-term partnership.<\/p>\n<p>In fact, the outpouring of reaction to his mutterings about Canada as a 51st state show how quickly a decades-long relationship can be\u00a0<a href=\"https:\/\/www.bbc.com\/news\/articles\/c5y41z4351qo\" rel=\"\">irretrievably broken<\/a>.<\/p><\/blockquote>\n<p>So is there a market for global trade that puts clean, climate-friendly products at the centre and gradually turns away from the oil and gas exports at the\u00a0<a href=\"https:\/\/www.theenergymix.com\/oil-companies-investors-talk-down-trumps-drill-baby-drill-as-prices-stay-low-exploration-budgets-shrink\/\" rel=\"\">frozen heart of Trump\u2019s malign agenda<\/a>?<\/p>\n<p>Veteran climate analyst Dan Woynillowicz, principal of Polaris Strategy + Insight in Victoria, B.C.,\u00a0<a href=\"https:\/\/www.linkedin.com\/posts\/activity-7298345709454381056-gVZZ\/\" rel=\"\">pulled together<\/a>\u00a0some of the numbers in a LinkedIn post last month. He pointed out that:<\/p>\n<p>\u2022 107 countries representing 82.2 per cent of global emissions had communicated some form of net-zero target as of January 2024, <a href=\"https:\/\/www.climatewatchdata.org\/net-zero-tracker\" rel=\"\">according to<\/a>\u00a0the Climate Watch Net-Zero Tracker. Some 29 of them, including Canada, had enshrined those targets in law, while another 60 had published them in policy documents.<\/p>\n<p>\u2022 Of immediate significance for Canada, \u201cstates representing two-thirds of American GDP have emission reduction targets,\u201d Woynillowicz wrote, and seven of them are among the top 10 import markets for Canadian products.<\/p>\n<p>\u2022 After the U.S., \u201cit&#8217;s notable that the next 10 top Canadian export destinations also have net zero commitments.\u201d<\/p>\n<p>We know that there\u2019s often an excruciatingly long distance between climate pledges and real climate action. But outside Trump\u2019s bubble of delusion and mob boss intimidation, there are indications every day that governments and financiers largely understand the cascading, global climate emergency that is upon us. Increasingly, they get it that nothing else will matter if they don\u2019t respond. Even if, with some\u00a0<a href=\"https:\/\/www.nytimes.com\/2025\/03\/29\/business\/dealbook\/pension-funds-climate-esg.html\" rel=\"\">courageous exceptions<\/a>, they can\u2019t bring themselves to say it out loud right now.<\/p>\n<p>As one example of what U.S. states will be up to in the age of Trump 2.0, Canary Media\u00a0<a href=\"https:\/\/www.canarymedia.com\/articles\/clean-industry\/states-are-moving-forward-with-buy-clean-policies-despite-trump-reversal\" rel=\"\">reports<\/a>\u00a0that nine of them\u2014including the one that styles itself the world\u2019s\u00a0<a href=\"https:\/\/www.ppic.org\/publication\/californias-economy\/\" rel=\"\">fifth-biggest economy<\/a>\u2014\u201chave enacted Buy Clean laws to boost demand for lower-carbon steel, concrete, asphalt, glass, and other industrial products.\u201d California got the ball rolling in 2017. Oregon, Colorado, Washington, New York, New Jersey, Maryland, Minnesota, and Massachusetts have since followed suit. And \u201cagencies in other states are starting to adopt similar strategies, including by collecting emissions data about products used in public works projects.\u201d<\/p>\n<p>With sensible thinking like that, maybe these are the top candidates for Canada\u2019s next nine provinces or territories? (Can we please add Vermont, just out of\u00a0<a href=\"https:\/\/www.linkedin.com\/feed\/update\/urn:li:activity:7298919994959024128\/\" rel=\"\">personal preference<\/a>?)<\/p>\n<p>All of which is a longabouts way of saying that the markets where we already have trading relationships are demanding the low-carbon products and services that we should already want to send them\u2014however much Trump might huff and puff. (Much as we might regret growing up with the image of a big, bad wolf\u2026if the one in the White House tries to blow down a net-zero building made of low-carbon concrete or mass timber, or the solar microgrid that powers it, how do you really think that\u2019s going to end for him? We\u2019ll bring the popcorn.)<\/p>\n<h2 class=\"header-anchor-post\"><strong>Looking Beyond Our Shores<\/strong><\/h2>\n<div class=\"pencraft pc-display-flex pc-alignItems-center pc-position-absolute pc-reset header-anchor-parent\">\n<div class=\"pencraft pc-display-contents pc-reset pubTheme-yiXxQA\"><button class=\"pencraft pc-reset pencraft iconButton2-DvFP7w iconButtonBase-dJGHgN buttonBase-GK1x3M buttonNew-KfJF0Q size_sm-G3LciD priority_secondary-S63h9o\" tabindex=\"0\" type=\"button\" data-href=\"https:\/\/energymixweekender.substack.com\/i\/160205571\/looking-beyond-our-shores\"><\/button>As Woynillowicz and Climate Watch pointed out, the emerging demand for low-emissions trade isn\u2019t just a North American phenomenon\u2014nor even a trend that North America is leading.<\/div>\n<\/div>\n<p>The European Union\u00a0<a href=\"https:\/\/www.theenergymix.com\/europe-launches-worlds-first-carbon-border-adjustment-rule\/\" rel=\"\">adopted<\/a>\u00a0the world\u2019s first carbon border adjustment mechanism (CBAM) in 2023, and its implementation is set to\u00a0<a href=\"https:\/\/taxation-customs.ec.europa.eu\/carbon-border-adjustment-mechanism_en\" rel=\"\">begin this year<\/a>. So it\u2019s surely no mistake that Liberal leader Mark Carney has talked about replacing the hated consumer carbon tax by introducing a CBAM regime\u00a0<em>with other like-minded countries\u00a0<\/em>if he forms a government after Canada\u2019s April 28 election.<\/p>\n<p>That thinking leads toward a plausible and really promising future where climate impact is a key criterion guiding trading relationships, as long as the system is\u00a0<a href=\"https:\/\/www.theenergymix.com\/eu-carbon-tax-exemptions-could-ease-business-burden-hurt-sustainability\/\" rel=\"\">rigorous enough<\/a>\u00a0to deliver real-world results. If a country is seriously and measurably reducing emissions, it qualifies. If it isn\u2019t, it gets politely but firmly left behind. One of the important caveats on CBAMs is that they risk disadvantaging developing countries that have done the least to pour climate-warming gases into the atmosphere, but lack the investment dollars to decarbonize their economies. The EU\u00a0<a href=\"https:\/\/taxation-customs.ec.europa.eu\/document\/download\/7abe56cc-4af0-490d-90e1-0a0825aabe37_en?filename=CBAM%20and%20developing%20countries.pdf\" rel=\"\">is looking into that problem<\/a>\u00a0[<em>pdf<\/em>], but maintains so far that \u201cgiven the nature of the goods under the current scope of CBAM, developing countries and [least-developed countries] are not the most affected.\u201d<\/p>\n<p>As multiple commentators have pointed out, trade and business relationships can\u2019t be reset overnight. But a crisis is a time when things move faster and change more profoundly because they have to, and the David Suzuki Foundation\u00a0<a href=\"https:\/\/davidsuzuki.org\/story\/re-imagining-trade-for-people-and-the-planet\/\" rel=\"\">has a good summary<\/a>\u00a0of the problems with today\u2019s trading system and the solutions that are already emerging.<\/p>\n<p>We can love it or hate it that Trump is blowing up the old \u201cnormal\u201d\u2014whether that\u2019s the massive, preferential access the U.S. has enjoyed to Canadian resources, or Canada\u2019s corresponding dependence on oil and gas export revenue. But whether you think of that place as comfort or paralysis, there\u2019s no going back. Which opens up what may be a once-in-a-lifetime opportunity to decide what we want to do next.<\/p>\n<h2 class=\"header-anchor-post\"><strong>The World Is Moving On<\/strong><\/h2>\n<div class=\"pencraft pc-display-flex pc-alignItems-center pc-position-absolute pc-reset header-anchor-parent\">\n<div class=\"pencraft pc-display-contents pc-reset pubTheme-yiXxQA\"><button class=\"pencraft pc-reset pencraft iconButton2-DvFP7w iconButtonBase-dJGHgN buttonBase-GK1x3M buttonNew-KfJF0Q size_sm-G3LciD priority_secondary-S63h9o\" tabindex=\"0\" type=\"button\" data-href=\"https:\/\/energymixweekender.substack.com\/i\/160205571\/the-world-is-moving-on\"><\/button>Canada\u2019s future trading partners are already making those choices. In the first week after Trump\u2019s inauguration, a small flurry of analysis <a href=\"https:\/\/www.theenergymix.com\/global-green-energy-trade-will-continue-without-trump-bypass-the-u-s-analysts-say\/\" rel=\"\">indicated<\/a>\u00a0that the rest of the world is moving on\u2014not least because countries have already seen eight years of punitive, provocative U.S. tariffs under the Joe Biden presidency as well as Trump 1.0, and they\u2019re quite rightly fed up.<\/div>\n<\/div>\n<p>During a period when four out of five countries around the world saw trade increase as a share of their GDP\u2014with gains of at least 10 per cent in more than a dozen jurisdictions\u2014the U.S. share has \u201cdeclined significantly\u201d, according to Rockefeller International Chair Ruchir Sharma.<\/p>\n<p>That trend is most definitely paralleled by an emerging, global shift in energy priorities. \u201cMost major economies are investing in ever-cheaper solar and wind power,\u201d the New York Times wrote. \u201cEven as coal, oil, and gas still power the global economy, and more fossil fuels are burned year after year, the movement globally is toward heavy investment in solar, wind, and batteries, the prices of which have fallen sharply in recent years.\u201d<\/p>\n<p>Now, Trump\u2019s obsession with tariffs and his boundless hostility toward China are prompting Asian countries to reorder their trading relationships to reduce their immediate vulnerability. \u201cThe result could be a domino effect of protectionism, with countries turning inward and raising tariffs in response to American trade barriers,\u201d the Times\u00a0<a href=\"https:\/\/www.nytimes.com\/2025\/02\/21\/business\/trump-tariffs-asia-impact.html\" rel=\"\">reported<\/a>\u00a0last week.<\/p>\n<p>\u201cThere is a risk that the U.S. really overplays its leverage,\u201d said Simon Evenett, a professor at IMD Business School in Switzerland. \u201cThe U.S. market is still the biggest in the world, but proportionally it is lower than it was 20 years ago.\u201d<\/p>\n<p>Or, as Social Capital Partners Chair Jon Shell\u00a0<a href=\"https:\/\/www.linkedin.com\/posts\/jon-shell-8952491_we-know-what-donald-trump-is-afraid-of-now-activity-7311069894320537601-S4pJ?utm_source=share&amp;utm_medium=member_desktop&amp;rcm=ACoAAAAdSM4BE6lmL8F8W1vgwK4xbeZiq0nVy70\" rel=\"\">wrote<\/a>\u00a0on LinkedIn this week:<\/p>\n<blockquote><p>The EU, UK, Canada, Japan, South Korea, and Australia (I&#8217;m now calling them &#8220;EU + 5&#8221;) collectively have 760 million people and control 34 per cent of the global economy and vast quantities of natural resources\u2026.<\/p>\n<p>The best way to beat a bully is for the rest of the group to rise up against him.<\/p><\/blockquote>\n<h2 class=\"header-anchor-post\"><strong>The Reality Outside Trump\u2019s Bubble<\/strong><\/h2>\n<div class=\"pencraft pc-display-flex pc-alignItems-center pc-position-absolute pc-reset header-anchor-parent\">\n<div class=\"pencraft pc-display-contents pc-reset pubTheme-yiXxQA\"><button class=\"pencraft pc-reset pencraft iconButton2-DvFP7w iconButtonBase-dJGHgN buttonBase-GK1x3M buttonNew-KfJF0Q size_sm-G3LciD priority_secondary-S63h9o\" tabindex=\"0\" type=\"button\" data-href=\"https:\/\/energymixweekender.substack.com\/i\/160205571\/the-reality-outside-trumps-bubble\"><\/button>Last month, we were already seeing some wonderful glimmerings of <a href=\"https:\/\/robertreich.substack.com\/p\/ten-reasons-for-optimism\" rel=\"\">optimism<\/a>\u00a0and\u00a0<a href=\"https:\/\/politicalwire.com\/2025\/02\/21\/trumps-honeymoon-lasted-less-than-a-month\/\" rel=\"\">pushback<\/a>\u00a0against Trump\u2019s rolling attempt at a coup d\u2019\u00e9tat. (Let\u2019s call it what it is, shall we?) In the last week, the wheels have really begun to fall off the clown car\u2014it must be true, because we all read it in an\u00a0<a href=\"https:\/\/www.nytimes.com\/2025\/03\/27\/opinion\/signal-chat-european-allies-houthis.html\" rel=\"\">encrypted chat on Signal<\/a>. And Bill Clinton-era U.S. labour secretary Robert Reich has some of the other details in his latest \u201c<a href=\"https:\/\/robertreich.substack.com\/p\/six-small-morsels-of-hope\" rel=\"\">six small morsels of hope<\/a>\u201d.<\/div>\n<\/div>\n<p>In the wider world, reality is beginning to bite.<\/p>\n<p>Trump\u2019s \u201cDrill, Baby, Drill\u201d obsession is still running headlong into a global natural gas glut that will hit in the next couple of years and drive down profits for producers that are\u00a0<a href=\"https:\/\/www.theenergymix.com\/oil-companies-investors-talk-down-trumps-drill-baby-drill-as-prices-stay-low-exploration-budgets-shrink\/\" rel=\"\">already borrowing<\/a>\u00a0billions of dollars to mollify skeptical investors.<\/p>\n<p>Europe is still working to reduce its dependency on liquefied natural gas (LNG) from all sources, after Russia\u2019s war in Ukraine drove home the message that the continent must never again be dependent on imported energy from anywhere, however friendly or accommodating a supplier might seem. (Trump\u2019s hostility must surely have reinforced that learning.) Europe\u2019s LNG imports fell 19 per cent last year, the Institute for Energy Economics and Financial Analysis <a href=\"https:\/\/ieefa.org\/articles\/europes-lng-imports-decline-19-gas-demand-11-year-low?\" rel=\"\">reported<\/a> last month, with demand hitting an 11-year low, and U.S. imports declined 18 per cent.<\/p>\n<p>In Canada, with the cards increasingly stacked against Trump, we get to decide which side we\u2019re on. Just hours after the Canadian team \u201c<a href=\"https:\/\/thebeaverton.com\/2025\/02\/canada-annexes-4-nations-championship\/\" rel=\"\">annexed<\/a>\u201d the 4 Nations championship in last month\u2019s tournament, it was mandatory for that observation to lead back to another round of sports chatter.<\/p>\n<p>\u201cJust going to state this matter-of-factly,\u201d The Sports Network\u2019s Dave Naylor wrote on social media. \u201cThe honourary [sic] captain for Canada in this game publicly supports a political leader whose position is that Canada should not exist as a nation.\u201d<\/p>\n<p>But what if the hero for the moment is a former\u00a0<a href=\"https:\/\/www.reddit.com\/r\/canada\/comments\/1ieoqh3\/im_a_goalie_hes_a_snowboarder_mark_carney_draws\/\" rel=\"\">Harvard University hockey goalie<\/a>, now donning a business suit to play on a vastly bigger rink\u2014not because of the partisan stripe he\u2019s adopting, but because of the depth of climate, trade, and central banking expertise he brings to the job?<\/p>\n<p>Once more with feeling\u2014none of this will be easy, and none of it is yet certain. But if we hold a trump card, it\u2019s time to play it. And if an understanding of climate change and the benefits of low-carbon trade is our competitive advantage over the convicted felon (etc. etc.) now occupying the Oval Office\u2026well, we know the assignment.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>This article was published by The Energy Mix on March 30, 2025.
