{"id":65412,"date":"2024-11-26T09:21:57","date_gmt":"2024-11-26T17:21:57","guid":{"rendered":"https:\/\/energi.media\/?p=65412"},"modified":"2024-11-26T09:21:57","modified_gmt":"2024-11-26T17:21:57","slug":"china-gains-climate-investment-edge-as-trump-undercuts-u-s-influence","status":"publish","type":"post","link":"https:\/\/energi.media\/news\/china-gains-climate-investment-edge-as-trump-undercuts-u-s-influence\/","title":{"rendered":"China gains climate investment edge as Trump undercuts U.S. influence"},"content":{"rendered":"<p><em>This article was published by <a href=\"https:\/\/www.theenergymix.com\/china-gains-climate-investment-edge-as-trump-undercuts-u-s-influence\/\" target=\"_blank\" rel=\"noopener\">The Energy Mix<\/a> on Nov. 26, 2024.<\/em><\/p>\n<p><em><strong>By Christopher Bonasia<\/strong><\/em><\/p>\n<p>China, already a global leader in renewable energy, is poised to fill the gap if Donald Trump follows through on his vow to roll back climate commitments and impose steep tariffs on imports to the United States.<\/p>\n<p>The evolving power dynamic between the two global giants is playing out in resource-rich Latin America, where middling U.S. spending to curb immigration and drug smuggling is overshadowed by China\u2019s multi-billion-dollar investments in economic development.<\/p>\n<p>China\u2019s international climate investments\u2014they dominate solar, wind batteries, and electric vehicles\u2014are strategic and help it build relationships globally, China expert Alex Wang, a law professor at the University of California, Los Angeles,\u00a0<a href=\"https:\/\/www.npr.org\/2024\/11\/21\/nx-s1-5181981\/china-steps-up-on-climate-change-as-the-new-trump-administration-signals-a-retreat\">told<\/a>\u00a0U.S. National Public Radio (NPR). \u201cThey\u2019ve sort of set up a situation where it\u2019s good for them to sell clean energy technologies to the world.\u201d<\/p>\n<p>And selling climate solutions makes China a lot of money, Wang added. \u201cWhile the U.S. is building about 7 per cent of global wind and solar projects, China is building about 64 per cent.\u201d<\/p>\n<p>In the last few decades, China has also pursued its\u00a0<a href=\"https:\/\/www.theenergymix.com\/chinas-carbon-neutral-plan-could-push-belt-and-road-initiative-toward-cleaner-growth\/\">Belt and Road Initiative<\/a>\u00a0(BRI), making huge infrastructure investments to cement economic ties around the world\u2014with significant advances in Africa and South Asia.<\/p>\n<p>The U.S. has taken steps to push back against China\u2019s growing influence,<a href=\"https:\/\/www.cfr.org\/backgrounder\/chinas-massive-belt-and-road-initiative\">\u00a0<\/a><a href=\"https:\/\/www.cfr.org\/backgrounder\/chinas-massive-belt-and-road-initiative\">writes<\/a>\u00a0the Council on Foreign Relations. Trump passed the\u00a0<em>BUILD Act<\/em>\u00a0during his first term to create a Development Finance Corporation with a US$60-billion portfolio\u2014meant to build infrastructure in low-income countries. President Joe Biden followed with a Build Back Better World (B3W) initiative to compete against China\u2019s BRI. And in the midst of this year\u2019s U.S. presidential election, Brian Deese, an economic adviser to the Kamala Harris campaign and former director of Biden\u2019s National Economic Council,\u00a0<a href=\"https:\/\/www.theenergymix.com\/harris-mum-on-climate-but-key-advisor-pitches-clean-energy-marshall-plan\/\">proposed<\/a>\u00a0a \u201cClean Energy Marshall Plan\u201d to \u201chelp countries most vulnerable to the effects of climate change\u201d while matching the reach of the BRI.<\/p>\n<p>Still, China\u2019s influence and trade with Latin America continue to expand, with economic activity growing from $12 billion in 2000 to $450 billion in 2023. This month, President Xi Jinping unveiled the first phase of a $3.5-billion port in Peru linking its Pacific coast to China. Biden, in comparison, announced nine Black Hawk helicopters for a $65 million anti-drug program and donated second-hand trains for a metro system,<a href=\"https:\/\/www.ft.com\/content\/b9cfdae3-c276-4184-adbb-707c5e460fa7\">\u00a0<\/a><a href=\"https:\/\/www.ft.com\/content\/b9cfdae3-c276-4184-adbb-707c5e460fa7\">reports<\/a>\u00a0the Financial Times.<\/p>\n<p>\u201cIt was such a striking contrast,\u201d said Michael Shifter, adjunct professor at Georgetown University. \u201cYou have this huge Chinese mega-port project that evoked Peru\u2019s history going back to the Incas and seeking greatness. And then what Biden delivered was some more helicopters for coca eradication. That seems completely outdated and stale.\u201d<\/p>\n<p>In March, a bipartisan group of U.S. senators introduced the Americas Act, styling it as the \u201conly major strategic economic plan to counter China\u2019s growing geopolitical and economic power in the Western Hemisphere,\u201d<a href=\"https:\/\/www.arnoldporter.com\/en\/perspectives\/advisories\/2024\/03\/the-americas-act\">\u00a0<\/a><a href=\"https:\/\/www.arnoldporter.com\/en\/perspectives\/advisories\/2024\/03\/the-americas-act\">said<\/a>\u00a0law firm Arnold &amp; Porter. The measure is still waiting to be passed.<\/p>\n<p>Now, the balance of U.S. and Chinese influence in Latin America may create a clash between elements of Trump\u2019s expected agenda. While he has promised to \u201cget tough\u201d on China, that commitment<a href=\"https:\/\/www.atlanticcouncil.org\/content-series\/inflection-points\/chinas-advances-in-latin-america-should-concern-trump\/\">\u00a0<\/a><a href=\"https:\/\/www.atlanticcouncil.org\/content-series\/inflection-points\/chinas-advances-in-latin-america-should-concern-trump\/\">could be weakened<\/a>\u00a0if he also pursues promises to crack down on immigration and impose heavy tariffs on goods imported to the U.S.\u2014both of which are likely to endanger U.S. ties to Latin American countries. [In a social media post Monday, Trump\u00a0<a href=\"https:\/\/www.cbc.ca\/news\/world\/trump-tariff-25-1.7393160\">said<\/a> he would introduce a 25 per cent tariff on all goods from Canada and Mexico on his first day in office in January.]<\/p>\n<p>Trump\u2019s plans to scale back U.S. efforts on climate change also offer China an opportunity to step forward as a climate leader. Trump has said he will once again withdraw the U.S. from the Paris Agreement and will reverse Biden\u2019s efforts to promote clean energy technologies. During this month\u2019s COP29 summit, that prompted China to signal that it will take on more of a global leadership role on climate, especially in developing nations, NPR<a href=\"https:\/\/www.npr.org\/2024\/11\/22\/g-s1-35303\/trump-china-solar-climate-change-renewable-energy-coal\">\u00a0<\/a><a href=\"https:\/\/www.npr.org\/2024\/11\/22\/g-s1-35303\/trump-china-solar-climate-change-renewable-energy-coal\">says<\/a>.<\/p>\n<p>China has also been a leader in developing renewable energy resources and\u00a0<a href=\"https:\/\/www.theenergymix.com\/chinas-emissions-will-begin-to-decline-in-2024\/\">addressing its own emissions<\/a>, even as it continues to generate significant electricity from coal. While Trump\u2019s policies are likely to delay or derail the U.S. presence in the clean energy industries, China\u2019s decades-long investments are already paying off.<\/p>\n<p>This competition, too, pivots to Latin America, home to vast reserves of lithium and other critical minerals needed for clean energy technologies. China has already cornered much of the world\u2019s critical mineral supply chain, and its further influence over Latin American supplies will help cement its role as a top supplier to countries developing their own clean energy infrastructure.<\/p>\n<p>\u201cThe coming U.S. retreat from leadership on global climate policy comes amid a dawning reality,\u201d\u00a0<a href=\"https:\/\/www.politico.com\/news\/2024\/11\/22\/global-climate-china-us-00191049\">writes<\/a>\u00a0Politico. \u201cFor much of the world, China already calls the shots.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>This article was published by The Energy Mix on Nov. 26, 2024.
