{"id":65254,"date":"2024-11-08T12:25:43","date_gmt":"2024-11-08T20:25:43","guid":{"rendered":"https:\/\/energi.media\/?p=65254"},"modified":"2024-11-08T12:25:43","modified_gmt":"2024-11-08T20:25:43","slug":"clean-energy-community-mobilizes-as-trump-rises-supporters-embrace-project-2025","status":"publish","type":"post","link":"https:\/\/energi.media\/news\/clean-energy-community-mobilizes-as-trump-rises-supporters-embrace-project-2025\/","title":{"rendered":"Clean energy community mobilizes as Trump rises, supporters embrace Project 2025"},"content":{"rendered":"<p><em>This article was published by <a href=\"https:\/\/www.theenergymix.com\/clean-energy-community-mobilizes-as-trump-rises-supporters-embrace-project-2025\/\" target=\"_blank\" rel=\"noopener\">The Energy Mix<\/a> on Nov. 8, 2024.<\/em><\/p>\n<p><em><strong>By Mitchell Beer<\/strong><\/em><\/p>\n<p>As leaders, citizens, and climate and energy practitioners around the world absorb the prospect of a second Donald Trump term in the White House, two overlapping realities are beginning to emerge.<\/p>\n<p>\u2022 The next U.S. government will be determined to reverse and defeat efforts to get climate change under control and speed up the shift to a clean energy economy.<\/p>\n<p>\u2022 And the response is already taking shape\u2014from industries and technologies that are far more advanced and entrenched than they were eight years ago, and from an international community that is determined to keep the transition going, with or without the next Trump administration at the table.<\/p>\n<p>How those two forces collide will largely determine how badly the U.S. falls short of its 2030 emission reduction target under the Paris climate agreement, and how much is left of the already-diminished prospect of meeting the global goal of holding average global warming to 1.5\u00b0C.<\/p>\n<p>In a detailed analysis produced months before the U.S. election, Carbon Brief\u00a0<a href=\"https:\/\/www.carbonbrief.org\/analysis-trump-election-win-could-add-4bn-tonnes-to-us-emissions-by-2030\/\">calculated<\/a>\u00a0that a second Trump presidency would lead to an extra four billion tonnes of climate pollution by 2030, producing global climate damages worth more than US$900 billion. That estimate \u201cis equivalent to the combined annual emissions of the EU and Japan, or the combined annual total of the world\u2019s 140 lowest-emitting countries,\u201d and \u201cwould negate\u2014twice over\u2014all of the savings from deploying wind, solar, and other clean technologies around the world over the past five years,\u201d the UK-based climate newsletter stated.<\/p>\n<p>\u201cThe analysis might overstate the impact Trump could have on U.S. emissions, if some of Biden\u2019s policies prove hard to unpick\u2014or if subnational climate action accelerates,\u201d Carbon Brief added. \u201cEqually, it might understate Trump\u2019s impact. For example, his pledge to \u201c<a href=\"https:\/\/www.theguardian.com\/us-news\/2024\/jan\/18\/trump-republican-rivals-climate-crisis\">drill, baby, drill<\/a>\u201d is not included within the analysis and would likely raise U.S. and global emissions further through the increased extraction and burning of oil, gas, and coal.\u201d<\/p>\n<p>Nor do the numbers factor in the road not taken\u2014the new climate programs that another Democratic administration would have enacted.<\/p>\n<p>\u201cRegardless of the precise impact, a second Trump term that successfully dismantles [U.S. President Joe] Biden\u2019s climate legacy would likely end any global hopes of keeping global warming below 1.5\u00b0C,\u201d Carbon Brief declared.<\/p>\n<h2>\u2018Promises Made, Promises Kept\u2019<\/h2>\n<p>\u201cThe election results rattled climate policy experts and environmental advocates,\u201d Grist\u00a0<a href=\"https:\/\/grist.org\/elections\/the-massive-consequences-trumps-re-election-could-have-on-climate-change\/\">reported<\/a>\u00a0the morning after. \u201cThe president-elect has called climate change \u2018a hoax\u2019 and during his most recent campaign vowed to expand fossil fuel production, roll back environmental regulations, and eliminate federal support for clean energy. He has also said he would scuttle the\u00a0<em>Inflation Reduction Act<\/em>, or IRA, which is the largest investment in climate action in U.S. history and a\u00a0<a href=\"https:\/\/www.theenergymix.com\/breaking-senate-democrats-finalize-biggest-climate-spend-in-u-s-history-as-schumer-manchin-outfox-mcconnell\/\">landmark legislative win<\/a>\u00a0for the Biden administration.\u201d<\/p>\n<p>In his victory speech in the wee hours of Wednesday morning, Trump made clear that\u2019s precisely where he plans to go,\u00a0<a href=\"https:\/\/www.cbc.ca\/news\/canada\/calgary\/donald-trump-president-alberta-economy-energy-tariff-oil-1.7375503\">vowing<\/a>\u00a0to \u201cgovern by a simple motto: Promises made, promises kept.\u201d Climate and energy policy is just one of many areas where the new administration is pledging massive,\u00a0<a href=\"https:\/\/www.aclu.org\/project-2025-explained\">radical restructuring<\/a>\u00a0of the way the United States government operates and Americans live their lives. Trump spent much of the fall election campaign disavowing\u00a0<a href=\"https:\/\/www.opendemocracy.net\/en\/trump-project-2025-argentina-milei-far-right\/\">Project 2025<\/a>, a nearly 900-page blueprint for his second presidency whose authors included at least 140 of his past administration officials. But that veil of denial dropped as soon as the votes had been counted.<\/p>\n<p>\u201cNow that the election is over I think we can finally say that yeah actually Project 2025 is the agenda. Lol,\u201d right wing podcast host Matt Walsh\u00a0<a href=\"https:\/\/www.axios.com\/2024\/11\/07\/trump-project-2025-second-term-agenda\">said<\/a>\u00a0on social media Wednesday.<\/p>\n<p>\u201cIt is my honour to inform you all that Project 2025 was real the whole time,\u201d agreed right wing influencer Benny Johnson.<\/p>\n<p>\u201cSo can we admit now that we are going to implement Project 2025?\u201d wrote Texas Republican official Bo French.<\/p>\n<h2>A \u2018Breathtakingly Corrupt Proposal\u2019<\/h2>\n<p>Among all the other areas where Project 2025 threatens to\u00a0<a href=\"https:\/\/www.axios.com\/2024\/07\/20\/project-2025-trump-what-to-know\">transform everyday life in America<\/a>, energy and climate figure prominently. It calls for Trump to dismantle the National Oceanic and Atmospheric Administration, casting its climate research and analysis as a threat to \u201cfuture U.S. prosperity\u201d and privatize the weather forecasting Americans rely on to stay safe in a climate emergency, Axios reports.<\/p>\n<p>\u201cWithin the Department of Energy, offices dedicated to clean energy research and implementation would be eliminated, and energy efficiency guidelines and requirements for household appliances would be scrapped.\u201d Grist\u00a0<a href=\"https:\/\/www.motherjones.com\/politics\/2024\/07\/project-2025-impacts-us-climate-policies-regulations-pollution\/\">wrote<\/a>\u00a0in July. \u201cThe environmental oversight capacities of the Department of the Interior and the Environmental Protection Agency (EPA) would be curbed significantly or eliminated altogether, preventing these agencies from tracking methane emissions, managing environmental pollutants and chemicals, and conducting climate change research.\u201d<\/p>\n<p>Project 2025 also \u201cadvocates for getting rid of smaller and lesser-known federal programs and statutes that safeguard public health and environmental justice,\u201d the news story stated. \u201cIt recommends eliminating the Endangerment Finding\u2014the legal mechanism that requires the EPA to curb emissions and air pollutants from vehicles and power plants, among other industries, under the\u00a0<em>Clean Air Act<\/em>. It also recommends axing government efforts to assess the social cost of carbon, or the damage each additional ton of carbon emitted causes. And it seeks to prevent agencies from assessing the \u2018co-benefits\u2019, or the knock-on positive health impacts, of their policies, such as better air quality.\u201d<\/p>\n<p>In an effort separate from Project 2025, the American Exploration &amp; Production Council (AXPC) is pushing a proposal to eliminate Biden-era methane regulations on behalf of its 30 member companies. \u201cThe plan, coming as scientists warn that methane emissions are rising at a rate that imperils a livable climate, is being spearheaded by an AXPC board that includes the chief executive of Hilcorp, a Texas-based firm whose founder Jeff Hildebrand has, along with his wife, Melinda, been a leading donor to Trump\u2019s election campaign, holding multiple fundraisers for the former president,\u201d the Guardian\u00a0<a href=\"https:\/\/www.theguardian.com\/environment\/2024\/nov\/04\/oil-industry-methane-emission-penalties-trump-election\">reports<\/a>.<\/p>\n<p>In April, in what independent journalist Jonathan Mingle\u00a0<a href=\"https:\/\/www.theenergymix.com\/oil-and-gas-lobby-donates-lavishly-to-trump-hoping-to-dismantle-biden-climate-rules\/\">described<\/a>\u00a0as a \u201cbreathtakingly corrupt proposal\u201d, Trump summoned some 20 oil and gas executives to his Mar-a-Lago estate with a promise to \u201croll back any policy they didn\u2019t like when he took office\u201d\u2014as long as they raised a cool US$1 billion for his campaign.<\/p>\n<p>Now, \u201cit\u2019s real bad,\u201d David Willett, senior vice president of communications for the League of Environmental Voters, told Grist. Project 2025 \u201cis a real plan, by people who have been in the government, for how to systematically take over, take away rights and freedoms, and dismantle the government in service of private industry.\u201d<\/p>\n<p>\u201cWhen you think about who is going to be hit the hardest by pollution, whether it\u2019s conventional air water and soil pollution or climate change, it is very often low-income communities and communities of colour,\u201d said Rachel Cleetus, policy director for climate and energy at the Union of Concerned Scientists (UCS). \u201cThe undercutting of these kinds of protections is going to have a disproportionate impact on these very same communities.\u201d<\/p>\n<p>Trump\u2019s victory speech didn\u2019t allay those fears, Grist writes. \u201cWe have more liquid gold than any country in the world,\u201d he\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=o9P4z59H6aw\">declared<\/a>, referring to domestic oil and gas potential, and American Petroleum Institute CEO Mike Sommers reinforced the point. \u201cEnergy was on the ballot, and voters sent a clear signal that they want choices, not mandates, and an all-of-the-above approach that harnesses our nation\u2019s resources and builds on the successes of his first term,\u201d he\u00a0<a href=\"https:\/\/www.rigzone.com\/news\/api_hopes_to_unleash_american_energy_with_trump_win-6-nov-2024-178662-article\/\">said<\/a>\u00a0in a statement.<\/p>\n<p>That position contrasted with a pre-election warning from Total\u00c9nergies CEO Patrick Pouyann\u00e9, who urged Trump to consider how a return to a \u201cwild west\u201d for oil and gas would provoke a backlash against the industry and soil its reputation, the Financial Times\u00a0<a href=\"https:\/\/www.ft.com\/content\/9adc51ff-34f4-4aa2-b41b-5ebcbd7fd8cd\">reported<\/a>.<\/p>\n<p>\u201cMy view is that this will not help the industry, but on the contrary it will demonize, and then the dialogue will be even more antagonized,\u201d he said, adding that he preferred to see the EPA enact \u201cstringent\u201d limits on methane pollution.<\/p>\n<p>Elsewhere, Total\u00c9nergies strategic director Aurelien Hamelle said the company wouldn\u2019t expect a Trump administration to dismantle the IRA, and its early November trend analysis didn\u2019t even call for the U.S. to lift Biden\u2019s\u00a0<a href=\"https:\/\/www.theenergymix.com\/we-all-just-won-u-s-to-apply-climate-test-to-new-lng-terminals\/\">moratorium<\/a>\u00a0on new liquefied natural gas (LNG) terminals, Reuters\u00a0<a href=\"https:\/\/www.reuters.com\/world\/us\/trump-unlikely-undo-bidens-ira-climate-legislation-totalenergies-executive-says-2024-11-04\/\">reports<\/a>.<\/p>\n<h2>\u2018Momentum Is (Still) On Our Side\u2019<\/h2>\n<p>During Trump\u2019s first term, the impetus for action on emission reductions and the energy transition shifted to state and local governments, the private sector, front-line communities, and community sector organizations\u2014some of which filed hundreds of lawsuits each to try to slow the administration down and limit the damage. The 2016 U.S. election took place in the early days of the\u00a0<a href=\"https:\/\/www.theenergymix.com\/a-longer-arc-how-we-win-on-climate-and-energy\/\">COP22 climate summit<\/a>\u00a0in Marrakech, Morocco, and by the time COP23 convened a year later in Bonn, Germany, the America\u2019s Pledge coalition was a powerful presence onsite with a simple pledge to the rest of the world: \u201cWe Are Still In.\u201d<\/p>\n<p>\u201cThe world is not standing still waiting for [Trump] to come to his senses on responding to the threats posed by climate change,\u201d Alden Meyer, then-UCS director of strategy and policy,\u00a0<a href=\"https:\/\/www.theenergymix.com\/hard-work-big-ambitions-little-drama-as-cop-23-reaches-its-midpoint\/\">told<\/a>\u00a0media in Bonn. \u201cFortunately, they don\u2019t have to. Local and state leaders, businesses, union members, environmentalists, and others in the U.S. are working together to address climate change in smart ways that will create and sustain good jobs in their communities. Their message to the world is clear: \u2018we are still in,\u2019 no matter what Donald Trump says or does.\u201d<\/p>\n<p>But while all of that effort paid off, with participating jurisdictions representing nearly 70% of U.S. GDP and population and accounting for more than 50% of national emissions, even the biggest wins\u00a0<a href=\"https:\/\/www.theenergymix.com\/state-and-local-progress-cant-outweigh-white-house-hostility-to-climate-action\/\">couldn\u2019t make up<\/a>\u00a0for the lack of national leadership. By 2019, Inside Climate News wrote at the time, it \u201cbecame apparent how difficult it is for state and local players to fight the climate battle without support from the federal government.\u201d<\/p>\n<p>But now, all the members of those various coalitions know what to do because they\u2019ve been here before. And eight years later, they\u2019re arguing that both the climate emergency and the energy transition technologies that are a central part of the solution are more advanced now than they were then.<\/p>\n<p>\u201cThis is a dark day, but despite this election result, momentum is on our side,\u201d\u00a0<a href=\"https:\/\/www.rigzone.com\/news\/api_hopes_to_unleash_american_energy_with_trump_win-6-nov-2024-178662-article\/\">said<\/a>\u00a0Ben Jealous, executive director of the U.S. Sierra Club. \u201cThe transition away from dirty fossil fuels to affordable clean energy is already under way.\u201d<\/p>\n<p>\u201cClean energy is already cheaper in most cases than dirty fossil fuels, and wind and solar now generate more power in the U.S. than coal,\u201d he added. \u201cTrump can\u2019t change the reality that an overwhelming majority of Americans want more clean energy, not more fossil fuels,\u201d and \u201cthrough investments in the<em>\u00a0Inflation Reduction Act<\/em>, we are creating millions of new clean energy jobs.\u201d<\/p>\n<p>\u201cThere is no denying that another Trump presidency will stall national efforts to tackle the climate crisis and protect the environment, but most U.S. state, local, and private sector leaders are committed to charging ahead,\u201d\u00a0<a href=\"https:\/\/www.wri.org\/news\/statement-climate-action-faces-setback-trumps-second-term-momentum-clean-energy-transition\">agreed<\/a>\u00a0Dan Lashof, U.S. director of the World Resources Institute (WRI).<\/p>\n<p>\u201cDonald Trump heading back to the White House won\u2019t be a death knell to the clean energy transition that has rapidly picked up pace these last four years,\u201d Lashof added. \u201cBoth Republican-led and Democratic-led states are seeing the benefits of wind, solar, and battery manufacturing and deployment thanks to the billions of dollars of investments unleashed by the\u00a0<em>Bipartisan Infrastructure Law<\/em>\u00a0and the\u00a0<em>Inflation Reduction Act<\/em>. Governors and representatives in Congress on both sides of the aisle have come to recognize that clean energy is a huge money-maker and a job creator.\u201d<\/p>\n<p>Which means Trump \u201cwill face a bipartisan wall of opposition if he attempts to rip away clean energy incentives now.\u201d<\/p>\n<h2>Restructuring the Battle Lines<\/h2>\n<p>Politico\u00a0<a href=\"https:\/\/www.politico.com\/newsletters\/power-switch\/2024\/11\/06\/war-on-climate-change-seeks-new-leader-00187926\">says<\/a>\u00a0the U.S. election result will produce \u201can immediate restructuring of climate battle lines\u201d, with sub-national jurisdictions and countries around the world stepping up to fill as much of the void as they can.<\/p>\n<p>\u201cOnce again, progressive states\u2014likely piloted by California\u2014will be pushed to lead the charge to combat climate collapse, racing against not only the clock, but also Trump\u2019s promised unraveling of federal energy and pollution policies,\u201d the news story states. Other news outlets say California Governor Gavin Newsom has been preparing for a possible second Trump term for months\u2014so the state will be ready to move right away, rather than patching together a plan on the fly.<\/p>\n<p>Newsom \u201ccalled lawmakers on Thursday into a legislative special session next month \u2018to safeguard California values and fundamental rights in the face of an incoming Trump administration\u2019,\u201d the New York Times\u00a0<a href=\"https:\/\/www.nytimes.com\/2024\/11\/07\/us\/newsom-trump-california.html\">reports<\/a>, and Illinois Governor JB Pritzker vowed the same. \u201cYou come for my people,\u201d he told media, \u201cyou come through me.\u201d<\/p>\n<p>Resistance to Trump\u2019s \u201cdrill, baby, drill\u201d agenda \u201ccould be bolstered by a few factors: the general operational dysfunction that plagued his first administration; growing determination from GOP-led states to preserve green tax credits in President Joe Biden\u2019s climate law; aggressive legal action from Democratic attorneys general; and the usual slow pace of government when it comes to unwinding or rewriting environmental regulations,\u201d Politico writes. \u201cStill, Trump\u2014armed with experience now about wielding the levers of government\u2014will have the power to unravel considerable portions of the last four years of climate policy gains. And he has until January 2029 to do it.\u201d<\/p>\n<p>(As long as he can sustain congressional support in\u00a0<a href=\"https:\/\/www.nytimes.com\/2024\/11\/06\/opinion\/trump-democrats-loss.html\">mid-term elections<\/a>\u00a0in 2026.)<\/p>\n<p>Newsom isn\u2019t the only one who\u2019s better prepared this time around. In advance of the U.S. vote, environmentalists, government officials, and former diplomats around the world were \u201calready bracing for the possibility and plotting ways to Trump-proof global cooperation on climate change,\u201d Bloomberg\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/features\/2024-10-31\/trump-s-possible-return-spurs-secret-talks-to-bypass-him-on-climate?sref=1EiRPWen\">writes<\/a>. \u201cA series of conversations, crisis simulations, and political wargaming have spanned the globe, described by people familiar with the sessions as galvanized by a desire to maximize climate progress\u2014even with an adversarial U.S. president.\u201d<\/p>\n<p>\u201cThese discussions are an example of global leaders having learned a lesson from their first experience with Trump,\u201d said Jake Schmidt, senior adviser to the Natural Resources Defense Council Action Fund. \u201cOther countries that are working hard on climate will not be burned again by an administration acting on behalf of fossil fuels interests.\u201d<\/p>\n<p>Through a U.S.-centric lens, that shift \u201cwould put China even more at the centre,\u201d David Waskow, director of WRI\u2019s International Climate Initiative, told Bloomberg, with the U.S. effectively \u201cleaving other countries space to do more.\u201d<\/p>\n<p>Now, China may already be preparing to take on the mantle of global climate leadership, as it\u00a0<a href=\"https:\/\/www.theenergymix.com\/shifting-cost-benefit-new-global-responsibility-shape-chinas-climate-leadership\/\">quite happily did<\/a>\u00a0during Trump\u2019s first term, while the European Union\u00a0<a href=\"https:\/\/www.cleanenergywire.org\/news\/trump-win-triggers-calls-focus-european-autonomy-and-competitiveness\">sees<\/a>\u00a0calls for greater autonomy and competitiveness on climate, energy, and the industrial transformation that is already under way.<\/p>\n<p>\u201cOnce again, China finds itself at a pivotal moment,\u201d\u00a0<a href=\"https:\/\/www.theenergymix.com\/energy-transition-climate-emergency-wont-stop-for-trump-global-leaders-say\/\">said<\/a>\u00a0Yao Zhe, global policy advisor at Greenpeace East Asia. \u201cExpectations are high that China will join key nations in reassuring the world that climate action will continue,\u201d beginning with a new Nationally Determined Contribution (NDC) under the Paris Agreement that \u201coutlines clear actions to transition away from fossil fuels.\u201d<\/p>\n<p>World Bank President Ajay Banga\u00a0<a href=\"https:\/\/www.nytimes.com\/2024\/11\/06\/climate\/climate-change-trump-world-bank-ajay-banga.html\">told<\/a>\u00a0the New York Times that climate action \u201cwas never an America-only game. It was always a developed world and middle-income-country game.\u201d So the focus will remain on countries like India, Brazil, Indonesia, and Vietnam, all of which need rapid emission reductions as part of the effort to get climate change under control.<\/p>\n<p><em>[You\u2019ve just read about 2,500 words of post-U.S. election reporting\u2014congratulations and thanks for hanging in\u2014and there\u2019s so much more to this developing story.
