Industry groups are furious."},"content":{"rendered":"<p><em>This article was published by <a href=\"https:\/\/grist.org\/regulation\/us-supports-ambitious-plastics-treaty-production-limits-environmental-groups-industry-reactions\/\" target=\"_blank\" rel=\"noopener\">Grist<\/a> on Aug. 16, 2024.<\/em><\/p>\n<p><em><strong>By <a class=\"byline-link\" href=\"https:\/\/grist.org\/author\/joseph-winters\/\">Joseph Winters<\/a><\/strong><\/em><\/p>\n<p class=\"has-default-font-family\">In a significant reversal, the Biden administration announced during two closed-door meetings this week that U.S. negotiators will support limits on plastic production as part of the United Nations\u2019 global plastics treaty.<\/p>\n<p class=\"has-default-font-family\">The news was\u00a0<a href=\"https:\/\/www.reuters.com\/sustainability\/shift-us-backs-global-target-reduce-plastic-production-source-says-2024-08-14\/\" target=\"_blank\" rel=\"noopener noreferrer\">first reported by Reuters<\/a> and confirmed to Grist on Thursday by the State Department. It represents a major shift for the United States, which had previously rejected production limits in favour of an approach focused on boosting the recycling rate and cleaning up plastic litter.<\/p>\n<p class=\"has-default-font-family\">While industry groups condemned the decision as \u201c<a href=\"https:\/\/www.plasticsindustry.org\/newsroom\/plastics-strongly-opposes-white-house-position-change-on-plastic-production-caps\/\" target=\"_blank\" rel=\"noopener noreferrer\">misguided<\/a>,\u201d environmental organizations said it could sway momentum in favor of production limits at a consequential point during the negotiations. There is only one meeting left before the treaty is supposed to be finalized in 2025.<\/p>\n<p class=\"has-default-font-family hang-punc-medium\">\u201cThis couldn\u2019t have come at a better time,\u201d said Christina Dixon, ocean campaign leader for the nonprofit Environmental Investigation Agency. \u201cThe U.S. position has been one of the great unknowns and they have the power to be a constructive and collaborative player, so it\u2019s a relief to see them setting out of their stall at this critical moment.\u201d<\/p>\n<p class=\"has-default-font-family\">Negotiations over a treaty have been ongoing since March 2022, when the U.N. reached a\u00a0<a href=\"https:\/\/grist.org\/politics\/world-agrees-to-negotiate-a-historic-treaty-on-plastic-pollution\/\">landmark agreement to \u201cend plastic pollution.\u201d<\/a>\u00a0Over the course of the\u00a0<a href=\"https:\/\/grist.org\/international\/the-world-agreed-to-a-global-plastics-treaty-now-comes-the-hard-part\/\">four<\/a>\u00a0<a href=\"https:\/\/grist.org\/solutions\/the-global-plastics-treaty-can-fight-climate-change-if-it-reduces-plastic-production\/\">negotiating<\/a>\u00a0<a href=\"https:\/\/grist.org\/international\/small-victories-and-major-frustrations-mark-latest-round-of-plastics-treaty-negotiations\/\">sessions<\/a>\u00a0<a href=\"https:\/\/grist.org\/international\/un-plastics-treaty-inches-closer-to-reality-as-lobbyists-tout-plastics-massive-societal-benefits\/\">that have occurred<\/a>\u00a0since then, however, progress has been slow \u2014\u00a0in large part due to disagreements over the treaty\u2019s scope.<\/p>\n<p class=\"has-default-font-family\">A so-called \u201chigh-ambition\u201d coalition of countries, supported by many scientists and environmental groups,\u00a0say the treaty must prevent more plastic from being made in the first place. Some\u00a0<a href=\"https:\/\/iucn.org\/resources\/issues-brief\/plastic-pollution\" target=\"_blank\" rel=\"noopener noreferrer\">460 million metric tons<\/a>\u00a0are manufactured globally each year \u2014\u00a0mostly out of fossil fuels \u2014 and only\u00a0<a href=\"https:\/\/www.science.org\/doi\/10.1126\/sciadv.1700782\" target=\"_blank\" rel=\"noopener noreferrer\">9 per cent of it is recycled<\/a>. Because the manufacturing, use, and disposal of plastics contribute to climate change, experts at the nonprofit Pacific Environment have found that the treaty must cut plastic production by\u00a0<a href=\"https:\/\/grist.org\/solutions\/the-global-plastics-treaty-can-fight-climate-change-if-it-reduces-plastic-production\/\">75 per cent by 2040<\/a>\u00a0in order to limit global warming to 1.5 degrees Celsius (2.7 degrees Fahrenheit).<\/p>\n<p class=\"has-default-font-family\">The\u00a0<a href=\"https:\/\/hactoendplasticpollution.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">high-ambition coalition<\/a>\u00a0also supports specific bans or restrictions on the most problematic types of plastic \u2014\u00a0typically meaning those that are least likely to be recycled \u2014\u00a0as well as hazardous chemicals commonly used in plastic products. This coalition includes Canada, Norway, Peru, Rwanda, and the U.K., along with more than 60 other countries.<\/p>\n<p class=\"has-default-font-family\">Oil-producing states like Saudi Arabia, Russia, and China \u2014\u00a0backed by industry groups \u2014 oppose these measures. They want the treaty to leave production untouched and\u00a0<a href=\"https:\/\/grist.org\/accountability\/petrochemical-industry-global-plastics-treaty-production-cap-recycling-policies\/\">focus on managing plastic waste<\/a>. Behind them are many others, out of focus.\" width=\"1024\" height=\"704\" data-caption=\"Delegates from the European Union and the U.S. during the fourth round of treaty negotiations in April 2024.\" data-credit=\"Photo by IISD \/ ENB \/ Kiara Worth\" \/><figcaption class=\"wp-caption-text\"><em>Delegates from the European Union and the U.S. during the fourth round of treaty negotiations in April 2024.\u00a0Photo by IISD \/ ENB \/ Kiara Worth<\/em><\/figcaption><\/figure>\n<\/div>\n<\/div><figcaption><\/figcaption><\/figure>\n<p class=\"has-default-font-family\">Because the U.S. carries so much weight in the treaty negotiations \u2014 and because North America\u00a0<a href=\"https:\/\/css.umich.edu\/plastic-waste-factsheet\" target=\"_blank\" rel=\"noopener noreferrer\">produces one-fifth of the world\u2019s plastics<\/a>\u00a0\u2014 Dixon said the White House\u2019s new position could be \u201ca welcome signal to fence-sitting countries,\u201d encouraging them to join the high-ambition coalition.<\/p>\n<p class=\"has-default-font-family hang-punc-medium\">\u201cI hope it will only further isolate the small group of countries who are unwilling to commit to the necessary binding regulations we need to see on the supply of plastics.\u201d<\/p>\n<p class=\"has-default-font-family\">Industry groups reacted less favourably to the news.<\/p>\n<p class=\"has-default-font-family\">Chris Jahn, president and CEO of American Chemistry Council, a plastics and petrochemical trade group, said in a\u00a0<a href=\"https:\/\/www.americanchemistry.com\/chemistry-in-america\/news-trends\/press-release\/2024\/acc-statement-on-us-position-change-on-un-plastics-agreement\" target=\"_blank\" rel=\"noopener noreferrer\">statement<\/a>\u00a0that the U.S. had \u201ccave[d] to the wishes of extreme NGO groups.\u201d He described the White House\u2019s new position as a betrayal of U.S. manufacturers that would slash jobs, harm the environment, and cause the cost of goods to rise globally.<\/p>\n<p class=\"has-default-font-family hang-punc-medium\">\u201cIf the Biden-Harris administration wants to meet its sustainable development and climate goals, the world will need to rely on plastic more, not less,\u201d he said, citing the material\u2019s utility in renewable energy infrastructure, making buildings more energy efficient, and reducing food waste.<\/p>\n<p class=\"has-default-font-family\">Nearly\u00a0<a href=\"https:\/\/www.unep.org\/interactives\/beat-plastic-pollution\/\" target=\"_blank\" rel=\"noopener noreferrer\">40 per cent<\/a>\u00a0of global plastic production goes toward single-use items like packaging and food service products.<\/p>\n<p class=\"has-default-font-family\">Matt Seaholm, president and CEO of the Plastics Industry Association, shared similar sentiments to Jahn. In a\u00a0<a href=\"https:\/\/www.plasticsindustry.org\/newsroom\/plastics-strongly-opposes-white-house-position-change-on-plastic-production-caps\/\" target=\"_blank\" rel=\"noopener noreferrer\">statement<\/a>, he said the White House had \u201cturned its back on Americans whose livelihoods depend on our industry.\u201d<\/p>\n<p class=\"has-default-font-family\">He added that the U.S.\u2019s reversal would undermine its influence in the treaty negotiations, \u201cas other countries know this extreme position will not receive support in the U.S. Senate.\u201d The Senate has to approve treaties before the U.S. can ratify them.<\/p>\n<p class=\"has-default-font-family\">Despite the industry\u2019s outrage, polling suggests that ambitious policies to address the plastics crisis are broadly popular among the public. According to\u00a0<a href=\"https:\/\/www.nrdc.org\/sites\/default\/files\/2024-04\/international-plastics-treaty-polling-20240415.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">one recent poll<\/a> from the nonprofit National Resources Defense Council, nearly 90 per cent of Americans support measures to reduce plastic production. Eighty-three per cent specifically support plastic production limits as part of an international treaty, and even greater numbers support treaty provisions to eliminate \u201cunnecessary and avoidable plastic products\u201d and toxic chemicals.<\/p>\n<p class=\"has-default-font-family\">Reducing plastic production is \u201cwhat the American people want,\u201d Anja Brandon, director of U.S. plastics policy for the nonprofit Ocean Conservancy, said in a\u00a0<a href=\"https:\/\/oceanconservancy.org\/news\/statement-ocean-conservancy-applauds-u-s-support-for-reducing-plastic-production-in-plastics-treaty\/\" target=\"_blank\" rel=\"noopener noreferrer\">statement<\/a>. She cited additional polling from her organization showing that\u00a0<a href=\"https:\/\/oceanconservancy.org\/wp-content\/uploads\/2024\/01\/PlasticPollutionSurvey-Paper-2024.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">78 per cent of Americans<\/a>\u00a0think ocean-bound plastic pollution is a \u201cpressing problem.\u201d<\/p>\n<p class=\"has-default-font-family\">Brandon and other environmental advocates now say they\u2019re eager to see how the U.S.\u2019s new position will translate into advocacy during the\u00a0<a href=\"https:\/\/www.unep.org\/inc-plastic-pollution\/session-5\" target=\"_blank\" rel=\"noopener noreferrer\">final round of plastics treaty negotiations<\/a>, scheduled to begin in late November in Busan, South Korea. They\u2019re calling for the U.S. to sign onto the \u201c<a href=\"https:\/\/www.bridgetobusan.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Bridge to Busan<\/a>,\u201d a declaration put forward by a group of countries last April asking negotiators to \u201ccommit to achieve sustainable levels of production of primary plastic polymers,\u201d potentially through \u201cproduction freezes at specified levels, production reductions against agreed baselines, or other agreed constraints.\u201d<\/p>\n<p class=\"has-default-font-family hang-punc-medium\">\u201cI\u2019m cautiously optimistic,\u201d Julie Teel Simmonds, a senior attorney for the nonprofit Center for Biological Diversity, said in a statement. \u201cI look forward to seeing U.S. delegates fight for these positions at the next plastics treaty negotiations in South Korea.\u201d<\/p>\n<p>&nbsp;<\/p>\n<div id=\"wisepops-above-hr-separator\"><\/div>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>This article was published by Grist on Aug. 16, 2024.
