For many of us, we no longer sit on the sidelines. If we aren\u2019t affected directly, chances are we are concerned about a loved one dealing with evacuation orders, flooding, heat or possible brownouts.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:200,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Thousands of people have already been evacuated across\u00a0<\/span><a href=\"https:\/\/www.cbc.ca\/news\/canada\/british-columbia\/district-of-wells-evacuation-order-wildfire-1.7260423\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">various<\/span><\/a>\u00a0<a href=\"https:\/\/apnews.com\/article\/wildfire-evacuation-order-ends-canada-fort-nelson-2076899a9279a05560aee09db2c63e62\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">locations<\/span><\/a><span data-contrast=\"auto\">\u00a0in British Columbia and Alberta in this year\u2019s wildfire season, including the\u00a0<\/span><a href=\"https:\/\/theconversation.com\/the-2024-jasper-fire-is-a-grim-reminder-of-the-urgency-of-adopting-a-canadian-national-wildfire-strategy-235567\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">recent devastation<\/span><\/a><span data-contrast=\"auto\">\u00a0of Jasper, Alberta.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:200,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In June,\u00a0<\/span><a href=\"https:\/\/www.cbc.ca\/news\/health\/heat-second-opinion-1.7241714\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">a heat dome<\/span><\/a><span data-contrast=\"auto\">\u00a0affecting Atlantic Canada, Ontario and Quebec set hottest-ever records in more than 100 locations. Provinces and territories \u2013 even Nunavut \u2013 have had\u00a0<\/span><a href=\"https:\/\/weather.gc.ca\/?center=27.64350951,-112.74472066&amp;zoom=2\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">heat advisories<\/span><\/a><span data-contrast=\"auto\">\u00a0in effect through July.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:200,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Flash flooding in Nova Scotia\u00a0<\/span><a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-nova-scotia-boy-killed-in-flash-flood-remembered-as-a-bright-light-in\/\"><span data-contrast=\"none\">resulted in the death<\/span><\/a><span data-contrast=\"auto\">\u00a0of a 13-year old boy, echoing a similarly tragic flood\u00a0<\/span><a href=\"https:\/\/globalnews.ca\/news\/10624459\/nova-scotia-mom-lost-son-flash-flooding\/\"><span data-contrast=\"none\">last year<\/span><\/a><span data-contrast=\"auto\">\u00a0that led to the deaths of three children and one adult.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:200,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Torontonians became reacquainted with extreme rain when a storm caused widespread power outages and flooding, affecting residential homes, key\u00a0<\/span><a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/www.cbc.ca\/player\/play\/video\/9.6449177&amp;ved=2ahUKEwjK9oX6-rqHAxXUDjQIHUjQAQYQxfQBKAB6BAgHEAE&amp;usg=AOvVaw1s9DyWdGg0T6_7EsNGKT0G\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">transit hubs<\/span><\/a><span data-contrast=\"auto\">\u00a0and\u00a0<\/span><a href=\"https:\/\/www.thestar.com\/news\/gta\/another-100-year-storm-why-torontos-latest-flooding-floats-tough-questions-on-how-the-city\/article_1a78e110-4540-11ef-817d-2f77ac261bd5.html\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">thoroughfares<\/span><\/a><span data-contrast=\"auto\">. Similar flooding in 2013 and 2018 in the city led to\u00a0<\/span><a href=\"https:\/\/www.thestar.com\/news\/gta\/toronto-simply-not-designed-to-handle-this-much-rain-city-warns\/article_1f02886a-439e-11ef-85b0-77b0ae117608.html\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">insured damages<\/span><\/a><span data-contrast=\"auto\">\u00a0of\u00a0<\/span><span data-contrast=\"auto\">more than $1 billion and $80 million, respectively.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:200,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In the face of devastating weather events, communities deserve more than to be told that they are \u201c<\/span><a href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/storm-toronto-flooding-clean-up-1.7265958\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">resilient<\/span><\/a><span data-contrast=\"auto\">.\u201d Extreme weather also provokes calls for\u00a0<\/span><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/editorials\/article-extreme-weather-and-climate-skepticism-underline-urgent-need-for-more\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">climate action<\/span><\/a><span data-contrast=\"none\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:200,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">While understanding the links between extreme weather and climate change is an\u00a0<\/span><a href=\"https:\/\/theconversation.com\/attributing-canadas-june-heat-wave-to-climate-change-is-an-important-step-in-adapting-to-a-warmer-world-234452\"><span data-contrast=\"none\">important step<\/span><\/a><span data-contrast=\"auto\">\u00a0to preparing for changing environmental conditions, such recognition is not enough alone to protect communities. THE CANADIAN PRESS\/Arlyn McAdorey<\/em><\/figcaption><\/figure><figcaption class=\"wp-caption-text\"><\/figcaption><\/figure>\n<p><span data-contrast=\"auto\">The Trudeau government released a\u00a0<\/span><a href=\"https:\/\/www.canada.ca\/en\/services\/environment\/weather\/climatechange\/climate-plan\/national-adaptation-strategy.html\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">national adaptation strategy<\/span><\/a><span data-contrast=\"auto\">\u00a0in 2023, but key gaps remain in planning, financing and co-ordination that keep Canadian cities, provinces and regions vulnerable to extreme weather.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:200,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Currently, we are reacting to extreme weather rather than planning for the inevitable disruption and displacement facing communities. Here are three approaches to addressing these gaps that support more sustainable and equitable adaptations.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:200,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">First, we must understand that nature will not bend to our will. In developing cities, industries and agriculture, natural environments have been altered in a way that exposes communities to extreme weather.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:200,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">For instance, cities have been built by\u00a0<\/span><a href=\"https:\/\/www.theglobeandmail.com\/news\/toronto\/brining-the-torontos-don-river-back-from-the-dead\/article31393048\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">displacing rivers<\/span><\/a><span data-contrast=\"auto\">,\u00a0<\/span><a href=\"https:\/\/climateinstitute.ca\/wp-content\/uploads\/2021\/04\/Wetlands-case-study_April26_EN_Final.pdf\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">draining wetlands<\/span><\/a><span data-contrast=\"auto\">\u00a0and through widespread construction of hard, impermeable surfaces such as buildings, roads and parking lots. In the event of heavy rain, these developments block water from being absorbed into the ground effectively.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:200,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In the wake of recent flooding in Toronto, much has been made of the\u00a0<\/span><a href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/toronto-storm-sewer-project-basement-flooding-1.6835888\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">need for upgraded<\/span><\/a><span data-contrast=\"auto\">\u00a0sewage storm infrastructure. The sight of firefighters rescuing submerged passengers on the Don Valley Parkway reminds us that it is a highway sitting on top of a\u00a0<\/span><a href=\"https:\/\/www.theglobeandmail.com\/news\/toronto\/brining-the-torontos-don-river-back-from-the-dead\/article31393048\/\"><span data-contrast=\"none\">displaced river<\/span><\/a><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:200,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The city\u2019s $1.4-billion\u00a0<\/span><a href=\"https:\/\/www.thestar.com\/news\/gta\/new-river-valley-connects-to-lake-ontario-in-massive-port-lands-project\/article_485765c2-3c92-11ef-b104-572d72301175.html\"><span data-contrast=\"none\">Port Lands<\/span><\/a><span data-contrast=\"auto\">\u00a0project, which seeks to floodproof newly developed regions where the Don River and Lake Ontario meet, is not enough to overcome the widespread development that\u00a0<\/span><a href=\"https:\/\/www.thestar.com\/news\/gta\/why-the-massive-don-river-redesign-won-t-stop-flooding-on-the-dvp-but-what\/article_e5262da2-439a-11ef-84fd-03a972f5db59.html\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">blocks water absorption<\/span><\/a><span data-contrast=\"auto\">\u00a0throughout the Don Valley.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:200,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Models in places that are low-lying or have faced devastating flooding from\u00a0<\/span><a href=\"https:\/\/calgaryherald.com\/news\/local-news\/room-for-the-river-report\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Calgary<\/span><\/a><span data-contrast=\"auto\">\u00a0to the\u00a0<\/span><a href=\"https:\/\/www.rijkswaterstaat.nl\/en\/projects\/iconic-structures\/room-for-the-river\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Netherlands<\/span><\/a><span data-contrast=\"auto\">\u00a0demonstrate that shifting perspectives and infrastructure development from \u201cfighting water\u201d to \u201cliving with\u201d water is vital for future protection against extreme weather.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:200,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Second, we should resist being wowed by technical solutions that over-promise and under-deliver. We bank on artificial intelligence (AI) to support climate adaptation, from predicting\u00a0<\/span><a href=\"https:\/\/www.cbc.ca\/news\/science\/ai-climate-change-emissions-1.7094616\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">disease and drought<\/span><\/a><span data-contrast=\"auto\">\u00a0in agriculture to facilitating rapid\u00a0<\/span><a href=\"https:\/\/www.theglobeandmail.com\/business\/adv\/article-drones-ai-join-battle-against-wildfires-with-big-assist-from\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">tree planting<\/span><\/a><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:200,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">While technological innovation is no doubt part of the response to extreme weather, let\u2019s not be duped into thinking it replaces the required changes in how we think and act about adaptation.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:200,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">For instance, using AI to determine where to plant trees en masse instead of adapting logging industry practices and undertaking\u00a0<\/span><a href=\"https:\/\/www.theglobeandmail.com\/canada\/article-prescribed-burn-bc-aqam-first-nation\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">forest protection strategies<\/span><\/a><span data-contrast=\"auto\">\u00a0will not only fail to prevent wildfires, it\u00a0<\/span><a href=\"https:\/\/www.nytimes.com\/2023\/09\/15\/opinion\/wildfires-treeplanting-timebomb.html\"><span data-contrast=\"none\">could accelerate<\/span><\/a><span data-contrast=\"auto\"> them.
