As they are often isolated from mainland power grids, many\u00a0<a href=\"https:\/\/uu.diva-portal.org\/smash\/get\/diva2:1827740\/FULLTEXT01.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">face difficulties<\/a>\u00a0balancing supply and demand. They tend to be heavily dependent on imported fossil fuels, which can lead to high costs and energy security risks. And, despite their limited contributions to global emissions, they are disproportionately affected by the impacts of climate change, including extreme weather events.<\/p>\n<p>These dynamics create major inequities. Electricity generation on islands can cost\u00a0<a href=\"https:\/\/commission.europa.eu\/news\/focus-eu-islands-and-clean-energy-transition-2021-07-15_en\" target=\"_blank\" rel=\"noopener noreferrer\">10 times more<\/a>\u00a0than on mainland territories and countries. In 2021, island nations had the\u00a0<a href=\"https:\/\/www.cable.co.uk\/energy\/worldwide-pricing\/#pricing\" target=\"_blank\" rel=\"noopener noreferrer\">most expensive<\/a>\u00a0average cost of electricity in the world; in the Solomon Islands, for example, electricity cost almost\u00a0<a href=\"https:\/\/www.cable.co.uk\/energy\/worldwide-pricing\/#pricing\" target=\"_blank\" rel=\"noopener noreferrer\">seven times<\/a>\u00a0more than in the United States, while electricity tariffs in Caribbean countries are\u00a0<a href=\"https:\/\/blogs.worldbank.org\/en\/latinamerica\/caribbean-clean-energy-resilient-hub\" target=\"_blank\" rel=\"noopener noreferrer\">more than double<\/a>\u00a0the US average. This can negatively impact socio-economic development. In Pacific island countries, fuel imports accounted for\u00a0<a href=\"https:\/\/www.spc.int\/updates\/blog\/did-you-know\/2022\/07\/stat-of-the-week-imports-of-fuel-equivalent-to-13-of-palaus-gdp\" target=\"_blank\" rel=\"noopener noreferrer\">up to 13%<\/a>\u00a0of GDP in 2019.<\/p>\n<p>Islands \u2013 including those that make up the group known as\u00a0<a href=\"https:\/\/climatepromise.undp.org\/news-and-stories\/small-island-developing-states-are-frontlines-climate-change-heres-why\" target=\"_blank\" rel=\"noopener noreferrer\">Small Island Developing States (SIDS)<\/a>\u00a0\u2013 also need to upgrade their energy infrastructure so that it is resilient to higher temperatures,\u00a0<a href=\"https:\/\/library.wmo.int\/viewer\/57564\/?offset=#page=19&amp;viewer=picture&amp;o=bookmarks&amp;n=0&amp;q=\" target=\"_blank\" rel=\"noopener noreferrer\">more frequent natural disasters<\/a>\u00a0and flooding related to\u00a0<a href=\"https:\/\/www.nature.com\/articles\/s41893-023-01230-5\" target=\"_blank\" rel=\"noopener noreferrer\">rising sea levels<\/a>. At the same time, aging power systems are often inadequate to accommodate growing electricity demand due to economic growth and increased air-conditioning usage. Consequently, many systems are prone to load shedding events and recurrent outages, such as in\u00a0<a href=\"https:\/\/www.sintmaartengov.org\/news\/Pages\/Council-of-Ministers-and-NV-GEBE-Meet-to-Discuss-Load-Shedding.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">Sint Maarten<\/a>,\u00a0<a href=\"https:\/\/www.guampowerauthority.com\/potential-rotating-outage-schedule\" target=\"_blank\" rel=\"noopener noreferrer\">Guam<\/a>\u00a0and\u00a0<a href=\"https:\/\/caribbean.loopnews.com\/content\/power-generation-shortfall-affects-dominica\" target=\"_blank\" rel=\"noopener noreferrer\">Dominica<\/a>, the latter of which was left without electricity for months in 2017 after Hurricane Maria damaged its long-distance grid.<\/p>\n<p>With more than\u00a0<a href=\"https:\/\/worldpopulationreview.com\/geography\/how-many-islands-are-there-in-the-world\" target=\"_blank\" rel=\"noopener noreferrer\">730 million people<\/a>\u00a0living on 11 000 permanently inhabited islands across the world, and with the\u00a0<a href=\"https:\/\/library.wmo.int\/viewer\/57564\/?offset=#page=19&amp;viewer=picture&amp;o=bookmarks&amp;n=0&amp;q=\" target=\"_blank\" rel=\"noopener noreferrer\">number of natural disasters<\/a> rising sharply in recent decades, it is crucial to find solutions to these issues and meet the energy needs of island residents in a secure, sustainable and affordable manner. Expanding the deployment of clean energy technologies, including renewables, therefore presents a major opportunity, while increasing the efficiency and digitalization of energy systems could also deliver major benefits if harnessed.<\/p>\n<h4 class=\"m-block__title f-title-5\">Distributed energy resources and energy efficiency can make power systems cleaner and more secure<\/h4>\n<p>Small and remote islands, which often have abundant renewable energy resources, have the potential to become hubs of clean energy innovation. While\u00a0<a href=\"https:\/\/assets.kpmg.com\/content\/dam\/kpmg\/xx\/pdf\/2022\/11\/net-zero-readiness-spotlight-islands.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">a study<\/a>\u00a0performed on 36 small island economies showed that the majority generated less than 10% of their electricity from renewable sources, encouraging trends are visible. Total installed renewable energy capacity in Small Island Developing States\u00a0more than doubled between 2010 and 2022, reaching\u00a0<a href=\"https:\/\/mc-cd8320d4-36a1-40ac-83cc-3389-cdn-endpoint.azureedge.net\/-\/media\/Files\/IRENA\/Agency\/Publication\/2024\/Mar\/IRENA_SIDS_crossroads_socio-economics_2024.pdf?rev=cc8c820f9ef64d538765a103dfbbe85b\" target=\"_blank\" rel=\"noopener noreferrer\">4.6 gigawatts<\/a>\u00a0(GW) \u2013 with plenty of room for additional growth. In Caribbean SIDS alone, the development potential for solar PV is estimated at nearly\u00a0<a href=\"https:\/\/mc-cd8320d4-36a1-40ac-83cc-3389-cdn-endpoint.azureedge.net\/-\/media\/Files\/IRENA\/Agency\/Publication\/2024\/Mar\/IRENA_SIDS_crossroads_socio-economics_2024.pdf?rev=cc8c820f9ef64d538765a103dfbbe85b\" target=\"_blank\" rel=\"noopener noreferrer\">72 GW<\/a>, equivalent to the installed solar PV capacity for all of\u00a0<a href=\"https:\/\/www.iea.org\/data-and-statistics\/data-tools\/renewable-energy-progress-tracker\" rel=\"noopener noreferrer\">Latin America<\/a>\u00a0in 2023.<\/p>\n<p><a href=\"https:\/\/repository.unescap.org\/bitstream\/handle\/20.500.12870\/6472\/ESCAP-2023-WP-Advancing-Distributed-Energy-Resources-development-SIDS-support-energy-transition.pdf?sequence=1&amp;isAllowed=y\" target=\"_blank\" rel=\"noopener noreferrer\">Distributed energy resources<\/a>\u00a0\u2013 or small-scale energy resources that are usually situated near sites of electricity use, such as rooftop solar \u2013 could play an important role in boosting the deployment of renewables on islands, increasing the security, resilience and affordability of power systems while accelerating decarbonisation.<\/p>\n<p>However, this will also require complementary technologies, such as an expansion of\u00a0<a href=\"https:\/\/www.irena.org\/-\/media\/Files\/IRENA\/Agency\/Publication\/2019\/Jan\/IRENA_Transforming_SIDS_Power_2018.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">battery energy storage systems<\/a>\u00a0(BESS). These systems can help facilitate the integration of variable renewable energy sources (which is particularly complex on islands due to limited grid infrastructure), maintain grid stability, and provide intraday flexibility \u00a0\u2013 supporting not only single households, but also larger configurations of distributed energy resources and even utility-scale renewable plants.<\/p>\n<p><a href=\"https:\/\/iea.blob.core.windows.net\/assets\/4d5c939d-9c37-490b-bb53-2c0d23f2cf3d\/G20EmpoweringCitiesforaNetZeroFuture.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Microgrids<\/a>, or decentralized energy systems that can be isolated from the main grid because they have their own sources and loads, and Virtual Power Plants (VPPs) \u2013 networks of decentralized power generating units, storage systems and flexible demand \u2013 can also help <a href=\"https:\/\/www.iea.org\/reports\/efficient-grid-interactive-buildings\" rel=\"noopener noreferrer\">optimize the allocation<\/a>\u00a0of distributed energy resources, while promoting energy efficiency and\u00a0<a href=\"https:\/\/prensa.pucmm.edu.do\/wp-content\/uploads\/2023\/11\/PEER-FinallReport-MicrogridResearchPUCMM.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">improving resilience<\/a>.<\/p>\n<p>Efforts are underway to deploy these technologies on some islands already. In Adjuntas, Puerto Rico,\u00a0<a href=\"https:\/\/www.honnoldfoundation.org\/adjuntas-a-solar-community#adjuntas\" target=\"_blank\" rel=\"noopener noreferrer\">1 000 solar panels<\/a>\u00a0are set to power 17 small businesses as part of a battery-supported community microgrid, bolstering the local economy and standing ready to provide electricity in the event of fresh natural disasters. Meanwhile, the\u00a0<a href=\"https:\/\/vpp4islands.eu\/\" target=\"_blank\" rel=\"noopener noreferrer\">VPP4ISLANDS<\/a>\u00a0project is integrating virtual energy storage technology, as well as digital twin and distributed ledger technology, to enable enhanced VPPs and the creation of smart energy communities on G\u00f6k\u00e7eada Island in T\u00fcrkiye and Formentera in Spain.<\/p>\n<p>At the same time, increasing energy efficiency measures in end-use sectors can contribute to further\u00a0<a href=\"https:\/\/mc-cd8320d4-36a1-40ac-83cc-3389-cdn-endpoint.azureedge.net\/-\/media\/Files\/IRENA\/Agency\/Publication\/2023\/May\/IRENA_SIDS_LHI_progress_2023.pdf?rev=4d858ff4840f4d1b997b3a044de36088&amp;hash=F672A192A77D9E6DEFEE8E513557FCA1\" target=\"_blank\" rel=\"noopener noreferrer\">reductions<\/a>\u00a0in energy costs and carbon dioxide (CO<sub>2<\/sub>) emissions in Small Island Developing States, while also enhancing the resilience and reliability of energy systems and leading to local\u00a0<a href=\"https:\/\/www.iea.org\/reports\/energy-efficiency-2020\/energy-efficiency-jobs-and-the-recovery\" rel=\"noopener noreferrer\">job creation<\/a>. For example, implementing Minimum Energy Performance Standards and Labels (MEPSL) for appliances \u2013 which boost the efficiency of products on the market and provide greater transparency for consumers \u2013 allowed Fiji to save around\u00a0<a href=\"https:\/\/www.spc.int\/updates\/blog\/blog\/2023\/03\/kiribati-strengthens-energy-efficiency-capacity\" target=\"_blank\" rel=\"noopener noreferrer\">9.3 gigawatt-hour (GWh<\/a>) of electricity in one year, comparable with electricity generated in the country from solar in\u00a0<a href=\"https:\/\/www.irena.org\/-\/media\/Files\/IRENA\/Agency\/Statistics\/Statistical_Profiles\/Oceania\/Fiji_Oceania_RE_SP.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">2021<\/a>. Expanding the product coverage of the Fiji\u2019s MEPSL programme could allow the buildings sector to save\u00a0<a href=\"https:\/\/www.esmap.org\/sites\/esmap.org\/files\/DocumentLibrary\/5c%20-%20TimFarrell_ApplianceLabelingStandars_ESMAP%20SIDS_Optimizedpdf.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">17%<\/a>\u00a0of its electricity demand annually by 2030, according to analysis by the Copenhagen Centre on Energy Efficiency.<\/p>\n<h4 class=\"m-block__title f-title-5\">Digitalization can help leverage local flexibility and optimize opportunities<\/h4>\n<p>Electricity systems on small islands are frequently over-sized, with\u00a0<a href=\"https:\/\/iea.blob.core.windows.net\/assets\/1055131a-8dc4-488b-9e9e-7eb4f72bf7ad\/LatinAmericaEnergyOutlook.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">high reserve power generation capacity and ancillary services<\/a>\u00a0needed locally to respond to daily and seasonal fluctuations, such as changes in demand resulting from high and low tourist seasons.<\/p>\n<p><a href=\"https:\/\/iea.blob.core.windows.net\/assets\/00f7d520-d517-473d-b357-5adb43c4a57e\/EmpoweringUrbanEnergyTransitions.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Digitalization<\/a> therefore offers opportunities to optimize electricity systems at the local level through better planning, management and operation. Geospatial databases, such as the\u00a0<a href=\"https:\/\/sids.data.undp.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">UNDP Data Platform<\/a>\u00a0for Small Island Developing States, can help policy makers leverage data and analysis to make more informed decisions. Artificial intelligence can also deliver benefits.\u00a0<a href=\"https:\/\/www.icai.ai\/labs\/ilustre-lab\" target=\"_blank\" rel=\"noopener noreferrer\">Cura\u00e7ao<\/a>\u00a0is testing the use of AI for renewable energy forecasting and the predictive maintenance of electricity infrastructure.<\/p>\n<p>Meanwhile, digitally-enabled demand response can help leverage local resources to optimize or defer grid investment. For example, implementing <a href=\"https:\/\/www.irena.org\/-\/media\/Files\/IRENA\/Agency\/Publication\/2019\/Jan\/IRENA_Transforming_SIDS_Power_2018.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">direct load control mechanisms<\/a>\u00a0targeted at high-consuming appliances, such as water heating and cooling in commercial and residential buildings, can help reduce peak consumption.\u00a0<a href=\"https:\/\/www.irena.org\/-\/media\/Files\/IRENA\/Agency\/Publication\/2019\/Jan\/IRENA_Transforming_SIDS_Power_2018.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Islands<\/a>\u00a0such as Barbados, King Island, Guadeloupe and La R\u00e9union and Hawaii are already testing demand response approaches.<\/p>\n<h4 class=\"m-block__title f-title-5\">Islands are stepping up efforts, but international cooperation remains key to accelerating clean energy transitions<\/h4>\n<div class=\"container \" data-component=\"blocks:text\">\n<div class=\"m-block m-block--text\">\n<div class=\"m-block__content f-rte f-rte--block\">\n<p>Many\u00a0<a href=\"https:\/\/assets.kpmg.com\/content\/dam\/kpmg\/xx\/pdf\/2022\/11\/net-zero-readiness-spotlight-islands.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">small island countries and territories<\/a>\u00a0have ambitious climate goals. Antigua and Barbuda, Fiji and the Maldives are among those that have set net zero targets via pledges, declarations, policies or laws. However, implementation is often lagging due challenges in attracting the necessary investments. Full implementation of the current\u00a0<a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/nationally-determined-contributions-ndcs\" target=\"_blank\" rel=\"noopener noreferrer\">Nationally Determined Contributions (NDCs)<\/a>\u00a0for Small Island Developing States would require up to\u00a0<a href=\"https:\/\/caribbeannewsservice.com\/islands-call-for-big-ambition-on-finance-in-bonn\/\" target=\"_blank\" rel=\"noopener noreferrer\">USD 6 trillion<\/a>\u00a0to be invested in adaptation measures and clean energy technologies.<\/p>\n<p>International climate funding, development finance institutions and blended finance can help fill local financing gaps and support decarbonisation efforts. Platforms for exchanging knowledge and best practices\u00a0can also accelerate clean energy transitions on small islands, creating opportunities to replicate renewable projects that have been successful under similar circumstances elsewhere. The\u00a0<a href=\"https:\/\/retatheaccelerator.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Regulatory Energy Transition Accelerator (RETA)<\/a>\u00a0and UN Economic and Social Committee for Asia Pacific (ESCAP) are\u00a0<a href=\"https:\/\/repository.unescap.org\/bitstream\/handle\/20.500.12870\/6472\/ESCAP-2023-WP-Advancing-Distributed-Energy-Resources-development-SIDS-support-energy-transition.pdf?sequence=4%22%20\\h%20HYPERLINK%20%22file:\/\/\/C:\/Users\/Rozite_V\/AppData\/Local\/Microsoft\/Windows\/INetCache\/Content.Outlook\/0N373J8L\/The%20collaboration%20among%20energy%20regulators%20from%20Small%20Island%20Developing%20States,%20fostered%20by\" target=\"_blank\" rel=\"noopener noreferrer\">fostering collaboration<\/a>\u00a0among energy regulators from Small Island Developing States. This work under RETA is set to continue in cooperation with the Global Green Growth Institute.<\/p>\n<p>In the meantime, policy makers can help raise awareness about the energy challenges islands face\u00a0and support the strengthening of a\u00a0<a href=\"https:\/\/mc-cd8320d4-36a1-40ac-83cc-3389-cdn-endpoint.azureedge.net\/-\/media\/Files\/IRENA\/Agency\/Publication\/2024\/Mar\/IRENA_SIDS_crossroads_socio-economics_2024.pdf?rev=cc8c820f9ef64d538765a103dfbbe85b\" target=\"_blank\" rel=\"noopener noreferrer\">skilled workforce that can build and maintain clean energy systems.<\/a>\u00a0As energy regulators in Small Island Developing States tend to be\u00a0<a href=\"https:\/\/repository.unescap.org\/bitstream\/handle\/20.500.12870\/6472\/ESCAP-2023-WP-Advancing-Distributed-Energy-Resources-development-SIDS-support-energy-transition.pdf?sequence=4\" target=\"_blank\" rel=\"noopener noreferrer\">small and often relatively young<\/a>, policy makers can also create conducive policy and regulatory frameworks and simplify, tailor and\u00a0<a href=\"https:\/\/www.adb.org\/sites\/default\/files\/publication\/815361\/hybrid-battery-energy-storage-systems.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">optimize procurement processes<\/a>. Additionally, they can help lower costs by buying large quantities of products and materials, or by revising high import duties.
