{"id":63783,"date":"2024-05-31T11:19:37","date_gmt":"2024-05-31T18:19:37","guid":{"rendered":"https:\/\/energi.media\/?p=63783"},"modified":"2024-05-31T11:19:37","modified_gmt":"2024-05-31T18:19:37","slug":"smrs-too-expensive-too-slow-to-meet-grid-decarbonization-deadline-ieefa","status":"publish","type":"post","link":"https:\/\/energi.media\/news\/smrs-too-expensive-too-slow-to-meet-grid-decarbonization-deadline-ieefa\/","title":{"rendered":"SMRs too expensive, too slow to meet grid decarbonization deadline: IEEFA"},"content":{"rendered":"<p><em>This article was published by <a href=\"https:\/\/www.theenergymix.com\/smrs-too-expensive-too-slow-to-meet-grid-decarbonization-deadline-ieefa\/\" target=\"_blank\" rel=\"noopener\">The Energy Mix<\/a> on May 31, 2024.<\/em><\/p>\n<p><em><strong>By Mitchell Beer<\/strong><\/em><\/p>\n<p>Small modular nuclear reactors (SMRs) will be too expensive, slow, and risky to build in time to help decarbonize the grid over the next 10 to 15 years, but promoting them could \u201ctake resources away from carbon-free and lower-cost renewable technologies that are available today,\u201d a new analysis warns.<\/p>\n<p>The pricing in the\u00a0<a href=\"https:\/\/ieefa.org\/resources\/small-modular-reactors-still-too-expensive-too-slow-and-too-risky\">report<\/a>\u00a0by David Schlissel and Dennis Wamsted of the Institute for Energy Economics and Financial Analysis (IEEFA) includes best available cost figures for the SMRs that Ontario, Saskatchewan, and New Brunswick are intent on building, Schlissel told\u00a0<em>The Energy Mix<\/em>. The 23-page report shows the price tag per kilowatt for the 300-megawatt GE Hitachi BWRX-300 boiling water reactor ballooning from an estimate of US$2,883 in 2020 to a range of $7,408 to $12,347, calculated in 2023.<\/p>\n<div class=\"jeg_custom_content_wrapper single-post-content \">\n<div class=\"entry-content no-share\">\n<div class=\"content-inner\">\n<div class=\"wpb-content-wrapper\">\n<p>That\u2019s before construction even begins on a reactor that has never been built, put forward by a pair of companies from the United States and Japan that aren\u2019t even trying for design approval in the U.S., Schlissel said.<\/p>\n<p>Schlissel unearthed the cost figures in a September, 2022 statement by Saskatchewan cabinet minister Don Morgan, who\u00a0<a href=\"https:\/\/pipelineonline.ca\/further-carbon-capture-on-coal-not-an-option-according-to-cic-minister-don-morgan\/\">placed<\/a>\u00a0the unit cost of a 300-MW SMR at C$5 billion. Previous estimates put the total at $3 or $4 billion per reactor, Pipeline Online reported at the time. The online publication was still\u00a0<a href=\"https:\/\/pipelineonline.ca\/four-reactors-could-cost-saskatchewan-12-to-20-billion-the-feds-just-gave-us-74-million\/\">citing<\/a>\u00a0the same figures a year later, while complaining that Energy and Natural Resources Minister Jonathan Wilkinson had only earmarked $74 million to support the effort.<\/p>\n<h2 class=\"wp-block-heading\">Far Costlier Than Renewables<\/h2>\n<p>This week\u2019s report by Schlissel, IEEFA\u2019s director of resource planning analysis, and Wamsted, IEEFA energy analyst, declares that experience to date shows SMRs \u201cwill continue to cost far more and take much longer to build than promised by proponents.\u201d It urges regulators, utilities, investors, and governments to \u201cembrace the reality that renewables, not SMRs are the near-term solution to the energy transition.\u201d<\/p>\n<p>IEEFA concludes that:<\/p>\n<p>\u2022 The cost, slow pace, and business risk in SMR development \u201cshould serve as a cautionary flag for all energy industry participants.\u201d If regulators are asked to approve projects, they should \u201ccraft restrictions to prevent delays and cost increases from being pushed onto ratepayers.\u201d<\/p>\n<p>\u2022 Utilities should pay attention to the \u201cuncertain costs and completion dates\u201d for SMRs and compare them to the \u201cknown costs and construction timetables of renewable alternatives. Utilities that still opt for the SMR option should be required to put shareholder funds at risk if costs and construction times exceed utility estimates.\u201d (That recommendation doesn\u2019t apply to public utilities in Canada, for whom taxpayers are the ultimate \u201cshareholders\u201d.)<\/p>\n<p>\u2022 Bankers and investors should do their due diligence against the risk that \u201cthings will go wrong, imperilling the chances for full recovery of any invested funds.\u201d<\/p>\n<p>\u2022 Governments should insist on full transparency on construction costs and schedules so that all parties can assess the risk.<\/p>\n<h2 class=\"wp-block-heading\">Opportunity Costs<\/h2>\n<p>IEEFA also emphasizes the opportunity cost in directing funds to SMR development.<\/p>\n<p>\u201cThe dollars invested in SMRs will not be available for use in building out a wind, solar, and battery storage resource base,\u201d the report states. \u201cThese carbon-free and lower-cost technologies are available today and can push the transition from fossil fuels forward significantly in the coming 10 years\u2014years when SMRs will still be looking for licensing approval and construction funding.\u201d<\/p>\n<p>The report shows four SMRs in Russia, China, and Argentina that were each meant to be built in three to four years but ultimately took 12 or 13 years to complete.<\/p>\n<p>And \u201cwhile SMR developers struggle to get just one reactor into commercial operation, the buildout of U.S. renewable resources is rapidly picking up speed,\u201d Schlissel and Wamsted write, with the U.S. Energy Information Administration (EIA) projecting installed solar capacity hitting 158,000 MW by the end of next year, a 75 per cent increase since 2023. They cite NextEra Energy CEO John Ketchum, who recently opined that the U.S. renewables and storage market could be \u201cthree times bigger over the next seven years compared to the last seven, growing from roughly 140 gigawatts of additions to approximately 375 to 450 gigawatts.\u201d<\/p>\n<p>Over those seven years, the IEEFA authors add, \u201cit is highly unlikely that even one SMR will be commercially operational in the U.S.\u201d The report puts the cost of U.S. SMRs in 2040 at $119 per megawatt without subsidies under the Biden administration\u2019s\u00a0<em>Inflation Reduction Act<\/em>\u00a0or $89 with subsidies, compared to $21 for solar PVs, $22 for onshore wind, $50 for solar PV+storage, and $57 for offshore wind.<\/p>\n<p>\u201cI\u2019m very skeptical with regard to SMRs,\u201d said Ketchum, in a statement cited by IEEFA. \u201cRight now, I look at SMRs as an opportunity to lose money in smaller batches.\u201d<\/p>\n<h2 class=\"wp-block-heading\">\u2018Using Ratepayers as Guinea Pigs\u2019<\/h2>\n<p>But investments in SMRs could inhibit renewable energy development, IEEFA warns: Once a utility sinks billions of dollars into one of the plants, it\u2019ll want to maximize its use, crowding more affordable, faster-to-deploy renewables out of the system.<\/p>\n<p>While SMR proponents maintain their technology can complement renewables, U.S. SMR developer NuScale bases its costing on the reactors running 95 per cent of the time. \u201cIf NuScale did consistently post a 95 per cent capacity factor it would be impossible by definition for it also to be a flexible, load-following resource. Both things cannot be true,\u201d IEEFA writes. \u201cThe reality is that developers bringing multi-billion-dollar SMRs onto the electric grid would have every incentive to run them as much as possible to recover their costs through electricity sales. Instead of working with renewables, they would effectively be blocking renewables from the grid.\u201d<\/p>\n<p>In January, 2023, GE Hitachi\u00a0<a href=\"https:\/\/www.utilitydive.com\/news\/SMRs-reactor-GE-Hitachi-Ontario-Public-Power-Aecon-Group-nuclear\/641483\/\">announced<\/a>\u00a0its first North American contract to build an SMR, a partnership with Ontario Power Generation (OPG), Aecon Group, and the since-rebranded SNC Lavalin for a BWRX-300 unit at the Darlington nuclear station in Clarington, Ontario. Schlissel, who has previously warned that Canadian nuclear projects lack the transparency on costs of private developments in the U.S., said GE Hitachi isn\u2019t even trying to get regulatory approval for the BWRX in that operating environment.<\/p>\n<p>\u201cI suspect that if they didn\u2019t have OPG using its ratepayers as guinea pigs, they probably wouldn\u2019t invest (in Ontario),\u201d he said. \u201cThey\u2019re not betting some investor\u2019s money. They\u2019re betting their customers\u2019 money.\u201d<\/p>\n<p>That problem is amplified if an SMR developer attempts to scale up.<\/p>\n<p>\u201cThe risk to anybody who tries to build 10 of them, or 20 of them, is that they\u2019re wrong and I\u2019m right, and they\u2019re screwed,\u201d Schlissel told\u00a0<em>The Mix<\/em>. \u201cSo it\u2019s a matter of risk. Is it possible that over time they\u2019re going to work? Well, yeah.\u201d But he said it\u2019s \u201cnonsense\u201d to expect the cost of SMRs or any other nuclear plants to fall as more of them are built.<\/p>\n<p>\u201cI haven\u2019t seen any evidence to show that.\u201d<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"climate-news-network\"><\/div>\n<div class=\"canadian-press\"><\/div>\n<div class=\"ccnow\"><\/div>\n<div class=\"wpb_text_column wpb_content_element\">\n<div class=\"wpb_wrapper\"><\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>This article was published by The Energy Mix on May 31, 2024.
