A Canadian Senate committee is making no visible moves to bring the proposed Climate-Aligned Finance Act forward for study, two years after the bill was introduced and just days after Canada\u2019s big banks admitted their sustainable finance promises won\u2019t be enough to rein in their climate pollution.<\/p>\n

Bill S-243 was\u00a0introduced<\/a>\u00a0March 24, 2022 by Sen. Rosa Galvez (ISG-Quebec),\u00a0endorsed<\/a>\u00a0by 89 investment firms, academic organizations, and environmental groups just weeks later,\u00a0referred<\/a>\u00a0to the Senate Committee on Banking, Commerce and the Economy in June, 2023, and\u00a0finally<\/a>\u00a0received a\u00a0brief hearing<\/a>\u00a0last November. But this week, as supporters\u00a0marked<\/a>\u00a0the bill\u2019s\u00a0second anniversary<\/a>\u00a0with social media posts, a Senate source reported no immediate plans on the part of committee chair Pamela Wallin (CSG-Saskatchewan) to bring the legislation forward for detailed study.<\/p>\n

\u201cThe priority of Senate Standing Committees is to study government legislation,\u201d the official said in an email. \u201cA committee\u2019s schedule is determined by the Steering Committee made up of Senators of each recognized group in the Senate who are also members of the full committee. The Steering Committee for [the Banking Committee] has not yet identified a future date to resume the study of this bill.\u201d<\/p>\n

Galvez said she\u2019s encouraged to see climate finance \u201cgaining momentum in public debate, in Canada and globally,\u201d but contends that \u201cthe bill has been held up\u201d by the committee.<\/p>\n

\u201cThe committee\u2019s leadership is failing in its responsibility to undertake a comprehensive study of a bill that was referred to it by the Senate,\u201d she told\u00a0The Energy Mix<\/em>\u00a0in an email. \u201cThe committee has only heard from two witnesses, and experts in finance and climate are still waiting to be invited to testify on this important subject.\u201d<\/p>\n

With Canada \u201cexperiencing extreme weather events like never before,\u201d Galvez added, Canada\u2019s \u201cmain economic partners\u201d\u2014the European Union, the United States, and China\u2014\u201chave already enacted sustainable finance measures to help propel their transition to a low-carbon economy. We must also move forward on aligning our financial sector with our climate commitments to ensure a resilient Canadian economy as the world transitions to a low-carbon future.\u201d<\/p>\n

Particularly as Canada\u2019s major banks,\u00a0cited<\/a>\u00a0by Reuters as \u201cone of the biggest fossil fuel financiers globally,\u201d acknowledge they aren\u2019t getting decarbonization done on their own.<\/p>\n

The institutions \u201chave drawn criticism from climate activists and investors for years claiming they are using sustainability-linked financing (SLF) merely for pretence of a lower carbon footprint rather than take meaningful steps in that direction,\u201d the news agency writes. Now, \u201csome of Canada\u2019s biggest banks have admitted for the first time that their climate-related finance efforts may not necessarily curtail emissions growth.\u201d<\/p>\n

The revelations showed up in a review of the banks\u2019 latest annual reports, many of which \u201cpledged billions of dollars in sustainable financing to decarbonize high-emitting sectors, while highlighting major challenges to meeting their goals.\u201d<\/p>\n

The Bank of Nova Scotia \u201cnoted that their sustainable finance targets may not necessarily curtail the growth of emissions,\u201d Reuters writes.<\/p>\n

The Royal Bank of Canada, the world\u2019s\u00a0leading financier<\/a> of fossil fuels and fracked gas based on 2022 data, said only 2 per cent of its clients have aligned their business plans with a 1.5\u00b0C limit on average global warming.<\/p>\n

TD Bank said the climate impact of its business activities cannot be \u201creliably measured at this time.\u201d<\/p>\n

Reuters cites a recent InfluenceMap report that\u00a0showed<\/a> Canada\u2019s five biggest banks increasing their fossil fuel financing exposure from an average of 15.5 per cent to 18.4 per cent between 2020 and 2022. Leading U.S. banks averaged 6.1 per cent, European banks 8.7 per cent, over the same period.<\/p>\n

\u201cThe question for regulators will be whether it\u2019s enough for the banks to insert these brief disclaimers deep in their ESG reporting or whether they need to do a better job telling their investors and the public that these huge financial numbers they promote as green aren\u2019t necessarily adding up to emissions reductions at all,\u201d said Matt Price, executive director of Investors for Paris Compliance.<\/p>\n

The Climate-Aligned Finance Act would:<\/p>\n

\u2022 Hold corporate directors, officers, and administrators accountable for meeting the country\u2019s climate commitments;<\/p>\n

\u2022 Require the federal\u00a0Office of the Superintendent of Financial Institutions<\/a>\u00a0(OSFI) to roll climate targets into its supervisory role;<\/p>\n

\u2022 Mandate corporate climate action plans and targets with annual progress reports;<\/p>\n

\u2022 Ensure that boards have the climate expertise they need and no conflicts of interest; and<\/p>\n

\u2022 Base financial institutions\u2019 capital adequacy requirements on the climate risk produced by their business activities.<\/p>\n

\u201cWe know it\u2019s bold. It\u2019s complex. But we need to have this conversation,\u201d Galvez said when she introduced the bill two years ago. \u201cWe have to go far, far beyond voluntary disclosure of climate risk. We know the transition is here. We know it\u2019s inevitable. We know that the window for action is closing. So we must act.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
