{"id":61444,"date":"2023-12-18T10:13:00","date_gmt":"2023-12-18T18:13:00","guid":{"rendered":"https:\/\/energi.media\/?p=61444"},"modified":"2023-12-18T10:13:00","modified_gmt":"2023-12-18T18:13:00","slug":"methane-state-of-play-part-1-policies-and-pathways","status":"publish","type":"post","link":"https:\/\/energi.media\/news\/methane-state-of-play-part-1-policies-and-pathways\/","title":{"rendered":"Methane state of play, Part 1: Policies and pathways"},"content":{"rendered":"<p><em>This article was published by <a href=\"https:\/\/www.pembina.org\/blog\/methane-state-play-part-1-policies-and-pathways\" target=\"_blank\" rel=\"noopener\">Pembina Institute<\/a> on Dec. 12, 2023.<\/em><\/p>\n<p><em><strong>By <a href=\"https:\/\/www.pembina.org\/contact\/amanda-bryant\">Amanda Bryant<\/a><\/strong><\/em><\/p>\n<p><span data-contrast=\"auto\">As global\u00a0leaders\u00a0convened\u00a0in Dubai for COP28, we\u00a0got\u00a0big announcements on methane,\u00a0<\/span><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-ottawa-to-announce-new-methane-regulations-heading-into-cop28\/\"><span data-contrast=\"none\">including<\/span><\/a><span data-contrast=\"auto\">\u00a0the publication of Canada\u2019s draft\u00a0oil and gas\u00a0methane regulations.\u00a0With policy\u00a0developing\u00a0quickly, it\u00a0is important to take stock of and compare what governments are doing\u00a0in Canada and\u00a0around the world to\u00a0ensure\u00a0companies\u00a0use proven measures to reduce\u00a0methane emissions from upstream oil and gas production.\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Methane is a powerful greenhouse gas with\u00a0roughly\u00a080\u00a0times the warming power of carbon dioxide in a\u00a020-year\u00a0timespan. The oil and gas sector\u00a0is\u00a0responsible for\u00a0<\/span><a href=\"https:\/\/about.bnef.com\/blog\/the-oil-and-gas-industrys-methane-problem-in-four-charts\/\"><span data-contrast=\"none\">roughly 25 per cent<\/span><\/a><span data-contrast=\"none\">\u00a0of human-caused methane emissions globally \u2014\u00a0and\u00a0roughly\u00a0<\/span><a href=\"https:\/\/www.canada.ca\/en\/services\/environment\/weather\/climatechange\/climate-plan\/reducing-methane-emissions.html\"><span data-contrast=\"none\">40 per cent of\u00a0Canada<\/span><\/a><span data-contrast=\"none\">\u2019s\u00a0emissions<\/span><span data-contrast=\"none\">.\u00a0Methane\u00a0reduction from oil and gas\u00a0is\u00a0an\u00a0<\/span><a href=\"https:\/\/www.pembina.org\/pub\/case-raising-ambition-curbing-methane-pollution\"><span data-contrast=\"none\">easy<\/span><\/a><span data-contrast=\"none\">\u00a0and\u00a0<\/span><a href=\"https:\/\/www.edf.org\/sites\/default\/files\/2023-07\/Canada%20Methane%20Abatement%20Opportunity.pdf\"><span data-contrast=\"none\">inexpensive<\/span><\/a>\u00a0<span data-contrast=\"none\">fix,\u00a0and\u00a0is often referred to as the \u201clow-hanging fruit\u201d of\u00a0climate change action.<\/span><\/p>\n<p><span data-contrast=\"none\">Bold leadership on methane is\u00a0critical\u00a0\u2014 from setting ambitious targets to creating effective\u00a0reduction\u00a0policies and pathways.\u00a0<\/span><\/p>\n<p><b><strong><span data-contrast=\"none\">Consensus\u00a0building\u00a0on 2030 target in Canada\u00a0<\/span><\/strong><\/b><\/p>\n<p><span data-contrast=\"none\">While provincial and federal governments are at\u00a0different stages\u00a0of regulatory development, there is consensus building around a target for 2030.\u00a0In 2021, Canada\u00a0set a\u00a0globally leading\u00a0target\u00a0to reduce\u00a0methane emissions from the oil and gas sector\u00a0by\u00a075 per cent from 2012\u00a0levels by 2030.\u00a0Prime Minister Trudeau\u00a0<\/span><a href=\"https:\/\/www.canada.ca\/en\/environment-climate-change\/news\/2023\/09\/beating-75-percent-target-for-cutting-oil-and-gas-methane-emissions-is-canadas-next-challenge-minister-guilbeault.html\"><span data-contrast=\"none\">recently announced<\/span><\/a><span data-contrast=\"none\">\u00a0at the New York Climate Summit that\u00a0Canada\u2019s\u00a0methane regulations\u00a0are expected to\u00a0result in reductions\u00a0exceeding\u00a0the\u00a075 per cent target.<\/span><\/p>\n<p><span data-contrast=\"none\">Canada\u2019s largest oil and gas provinces\u00a0have also set reduction targets.\u00a0<\/span><a href=\"https:\/\/www2.gov.bc.ca\/gov\/content\/environment\/climate-change\/industry#:~:text=Methane%20emissions%20from%20oil%20and,emissions%20are%20eliminated%20by%202035\"><span data-contrast=\"none\">B.C.\u00a0has committed<\/span><\/a>\u00a0<span data-contrast=\"none\">not only\u00a0to reduce oil and gas methane emissions by 75 per cent by 2030\u00a0but also\u00a0to achieve\u00a0near-zero\u00a0emissions\u00a0by 2035.\u00a0It\u00a0has\u00a0nearly completed work to\u00a0improve upon\u00a0its\u00a02020\u00a0oil and gas\u00a0methane regulations, with new regulations expected in the\u00a0spring.<\/span><\/p>\n<p><span data-contrast=\"none\">In 2015, the Alberta government\u00a0set a methane reduction target of\u00a040\u00a0to\u00a045 per cent by 2025. It\u00a0claims\u00a0to have\u00a0met\u00a0the target\u00a0and\u00a0is\u00a0<\/span><a href=\"https:\/\/www.alberta.ca\/emissions-reduction-and-energy-development-plan\"><span data-contrast=\"none\">assessing\u00a0<\/span><span data-contrast=\"none\">potential pathways<\/span><\/a><span data-contrast=\"none\">\u00a0to\u00a0a\u00a075 to 80 per cent reduction by 2030.\u00a0It has yet to begin regulatory development\u00a0to update and strengthen its 2020 methane regulations.<\/span><\/p>\n<p><span data-contrast=\"auto\">Finally,\u00a0Saskatchewan\u00a0<\/span><a href=\"https:\/\/publications.saskatchewan.ca\/api\/v1\/products\/92902\/formats\/109981\/download\"><span data-contrast=\"none\">has\u00a0regulations to reduce<\/span><\/a>\u00a0<span data-contrast=\"auto\">methane emissions by over 40 per cent by\u00a02025, which it introduced in 2019 and amended in 2020.\u00a0<\/span><a href=\"https:\/\/www.cbc.ca\/news\/canada\/saskatchewan\/methane-emission-reduction-sask-1.6762784\"><span data-contrast=\"none\">The province\u00a0says<\/span><\/a>\u00a0<span data-contrast=\"auto\">methane emissions fell\u00a0over\u00a060 per cent\u00a0from 2015 to 2021. It has yet to\u00a0further\u00a0update its regulations.\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Ambitious target-setting by policymakers\u00a0highlights\u00a0the feasibility and importance of acting on methane to achieve meaningful emissions reductions in the short-term for\u00a0relatively low\u00a0cost.\u00a0<\/span><\/p>\n<p><b><strong><span data-contrast=\"auto\">Ambition is high, but\u00a0real reductions\u00a0remain\u00a0uncertain<\/span><\/strong><\/b><\/p>\n<p><span data-contrast=\"auto\">While\u00a0it\u2019s\u00a0important to set\u00a0high\u00a0ambitions\u00a0for methane reduction\u00a0and celebrate successes,\u00a0a lack of measurement data makes it\u00a0impossible\u00a0to know\u00a0the relevant\u00a0<\/span><a href=\"https:\/\/pubs.acs.org\/doi\/full\/10.1021\/acs.est.3c07722\"><span data-contrast=\"none\">baselines<\/span><\/a>\u00a0<span data-contrast=\"auto\">and difficult to\u00a0assess outcomes.\u00a0<\/span><a href=\"https:\/\/www.nature.com\/articles\/s41598-021-87610-3\"><span data-contrast=\"none\">Studies show<\/span><\/a><span data-contrast=\"auto\">\u00a0that methane emissions are\u00a0significantly\u00a0underestimated and underreported.<\/span><\/p>\n<p><span data-contrast=\"auto\">For instance,\u00a0methane from\u00a0Saskatchewan\u2019s\u00a0Cold Heavy\u00a0Oil Production with Sand (CHOPS)\u00a0are\u00a0<\/span><a href=\"https:\/\/pubs.acs.org\/doi\/10.1021\/acs.est.2c06255\"><span data-contrast=\"none\">four times higher<\/span><\/a>\u00a0<span data-contrast=\"auto\">than reported levels,\u00a0and\u00a0Alberta\u2019s\u00a0methane emissions are\u00a0<\/span><a href=\"https:\/\/www.cbc.ca\/news\/canada\/edmonton\/alberta-methane-emissions-1.7033693#:~:text=It%20concluded%20official%20government%20and,of%20carbon%20dioxide%20a%20year.\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">underestimated by 50<\/span> <span data-contrast=\"none\">per cent<\/span><\/a><span data-contrast=\"none\">.\u00a0<\/span><span data-contrast=\"auto\">Measurement is key to\u00a0ensuring targets and policies have their desired effect and\u00a0to bringing\u00a0about\u00a0maximum possible reductions.\u00a0<\/span><\/p>\n<p><b><strong><span data-contrast=\"none\">The U.S. and EU are driving\u00a0methane\u00a0policy\u00a0forward<\/span><\/strong><\/b><\/p>\n<p><span data-contrast=\"none\">When it comes to international targets,\u00a0<\/span><a href=\"https:\/\/www.globalmethanepledge.org\/\"><span data-contrast=\"none\">150 countries<\/span><\/a><span data-contrast=\"none\"> \u2014 including Canada \u2014 are now participants in the Global Methane Pledge (GMP) to reduce human-caused global methane emissions by 30 per cent below 2020 levels by 2030. In June 2022, the U.S., EU, Canada, and 10 other countries also launched the\u00a0<\/span><a href=\"https:\/\/www.iea.org\/policies\/15806-global-methane-pledge-energy-pathway\"><span data-contrast=\"none\">GMP Energy Pathway<\/span><\/a><span data-contrast=\"none\">\u00a0to accelerate methane emissions reductions in the fossil energy sector through financing and policy.<\/span><\/p>\n<p><b><strong><span data-contrast=\"none\">Where\u00a0policy is concerned, the U.S. and EU are driving the pace of change<br \/>\n<\/span><\/strong><\/b><\/p>\n<p><span data-contrast=\"none\">The U.S. Environmental Protection Agency\u00a0(EPA)\u00a0proposed\u00a0strong\u00a0supplemental\u00a0methane regulations in\u00a0November\u00a02022\u00a0and released finalized regulations\u00a0during\u00a0COP28. They\u00a0are\u00a0projected to reduce\u00a0future\u00a0methane emissions\u00a0<\/span><a href=\"https:\/\/www.epa.gov\/newsreleases\/biden-harris-administration-finalizes-standards-slash-methane-pollution-combat-climate\"><span data-contrast=\"none\">by 80<\/span><\/a> <span data-contrast=\"none\">per cent<\/span>\u00a0<span data-contrast=\"none\">and\u00a0include innovative policies\u00a0such as charging companies for excess methane emissions and allowing third parties to report super-emitter events.\u00a0In August 2023,\u00a0the EPA also\u00a0<\/span><a href=\"https:\/\/www.bhfs.com\/insights\/alerts-articles\/2023\/epa-proposes-significant-revisions-to-ghg-reporting-requirements-in-subpart-w#:~:text=Through%20the%20Inflation%20Reduction%20Act,known%20as%20the%20Methane%20Fee.\"><span data-contrast=\"none\">updated<\/span><\/a><span data-contrast=\"none\">\u00a0its Greenhouse Gas Reporting Program (Subpart W)\u00a0to\u00a0cover more sources, move to site-specific measurement,\u00a0and\u00a0integrate\u00a0a broader\u00a0array of measurement technologies.\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The\u00a0EU\u00a0proposed new regulations\u00a0for methane emissions from the energy sector in 2021.\u00a0<\/span><a href=\"https:\/\/energy.ec.europa.eu\/topics\/oil-gas-and-coal\/methane-emissions_en\"><span data-contrast=\"none\">The regulations aim<\/span><\/a><span data-contrast=\"none\">\u00a0to improve measurement, reporting, and verification.\u00a0The\u00a0European Parliament\u00a0approved and adopted the regulations\u00a0in\u00a0<\/span><a href=\"https:\/\/oeil.secure.europarl.europa.eu\/oeil\/popups\/ficheprocedure.do?reference=2021\/0423(COD)&amp;l=en\"><span data-contrast=\"none\">September 2023<\/span><\/a><span data-contrast=\"none\">.\u00a0In\u00a0a\u00a0move that could result in\u00a0a\u00a0<\/span><a href=\"https:\/\/www.catf.us\/2023\/10\/strong-eu-methane-regulations-imported-gas-slash-methane-reductions-globally\/\"><span data-contrast=\"none\">30 per cent reduction<\/span><\/a>\u00a0<span data-contrast=\"none\">to global\u00a0oil and gas\u00a0methane\u00a0emissions, European policymakers\u00a0<\/span><a href=\"https:\/\/www.reuters.com\/business\/environment\/eu-agrees-law-track-reduce-methane-emissions-oil-gas-sector-2023-11-15\/#:~:text=After%20all%2Dnight%20talks%2C%20negotiators,states%2C%20said%20in%20a%20statement.\"><span data-contrast=\"none\">agreed\u00a0to extend<\/span><\/a>\u00a0<span data-contrast=\"none\">EU\u00a0methane intensity standards to imports. This\u00a0sends a strong signal\u00a0that\u00a0methane intensity will be vital to global competitiveness.\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Policy to address oil and gas methane emissions is\u00a0moving fast.\u00a0To keep pace and seize low-hanging opportunities,\u00a0governments\u00a0must\u00a0develop\u00a0timely\u00a0policy and\u00a0regularly\u00a0re-examine and strengthen it.\u00a0The time for action on methane is now.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<div class=\"mh-excerpt\"><p>This article was published by Pembina Institute on Dec. 12, 2023.
